Ukraine is joining a partnership with the NATO Support and Procurement Agency (NSPA), which will allow Kyiv to purchase weapons, ammunition and military equipment through the alliance’s centralized system. This should simplify procurement, shorten delivery times and help save money through large orders.

This was reported by the Financial Times, citing NSPA’s Director of Operations Support Jacqueline Borsboom.

According to her, the cooperation will give Ukraine access to the agency’s expertise in procurement, support services, and an established network of manufacturers. By pooling needs into large orders, Kyiv will be able to obtain the necessary equipment on more favorable terms.

As an example, Borsboom cited the possibility of ordering 30,000 sets of military uniforms through an agency. In this case, NSPA would organize the purchase on behalf of Ukraine, using its established mechanisms.

The new scheme is intended to become an additional channel for supplying the Ukrainian Defense Forces. Previously, Kyiv relied mainly on bilateral agreements with individual partner states.

Ukrainian defense companies will also receive new opportunities

Cooperation with NSPA is developing after NATO’s April decision to allow Ukrainian defense companies to participate in the agency’s tenders. This opens up access to new orders and markets for domestic manufacturers.

Last week, NSPA held an industry event in Kyiv with the participation of about 150 Ukrainian companies. Business representatives were explained how to register as qualified suppliers and participate in tenders for contracts.

According to Borsboom, the Ukrainian defense industry is developing rapidly, especially in the production of drones and other military technologies. European countries are increasingly interested in Ukrainian developments to modernize their own armies.

“Their innovations are now developing so rapidly that we have a lot to learn from them,” said the NSPA representative, adding that such cooperation is beneficial to both parties.

What is happening against the backdrop of Ukraine’s rapprochement with NATO?

The expansion of cooperation with the alliance comes amid increased European investment in the defense sector due to the threat from Russia. European countries, including Germany, plan to increase military spending while trying to maintain support from the United States, whose President Donald Trump has previously threatened to cut off American military aid.

Meanwhile, relations between Kyiv and Washington remain strained over disagreements over Ukrainian strikes on Russian oil refineries, which Trump has criticized as contributing to rising global oil prices ahead of the U.S. midterm elections.

Additional concerns among Ukraine’s allies have been raised by the US administration’s contacts with Moscow. US Special Envoy Steve Witkoff met with Russian President Vladimir Putin in St. Petersburg on Wednesday. According to Russian officials, the parties discussed resuming peace talks involving Ukraine, Russia and the US, as well as a possible summit involving Trump, Putin and Chinese President Xi Jinping next month.

A separate problem for Ukraine remains the issue of transparency in defense procurement. They have repeatedly become the subject of public attention after corruption scandals. The new cooperation with NSPA should provide an additional procurement mechanism through NATO structures and expand the capabilities of Ukrainian manufacturers.

It was previously reported that the European Commission approved the allocation of 6.1 billion euros to Ukraine as part of the 90 billion euro Ukraine Support Loan. The funds will be used to purchase drones and missiles for Patriot air defense systems, including PAC-3 ammunition.
