GUR revealed the Russian Federation’s plan to recruit foreigners into the occupation army

In 2026, Russia plans to recruit at least 18,500 foreigners into its occupation army. The main focus is on migrants and citizens of Central Asian countries.

This is reported by the GUR project of the Ministry of Defense of Ukraine “I Want to Live”.

According to intelligence, Russian authorities have already intensified checks on foreign men aged 18 to 60 in all federal districts of the country.

These inspections are carried out by the Main Organizational and Mobilization Directorate of the General Staff of the Russian Armed Forces together with the Service for Citizenship and Registration of Foreign Citizens of the Russian Ministry of Internal Affairs.

The military commissariats were given a specific task – to recruit from 0.5% to 3.5% of the total number of foreigners in each region.

To this end, 97 selection points for contract service operate in Russia. The largest number of them is in the Central Military District – 30. In the Moscow and Southern Districts – 21 each, in the Eastern District – 14, and the smallest in the Leningrad District – 11.

The Russian Ministry of Defense is of greatest interest to citizens of Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan.

At the same time, recruitment is continuing outside Russia. The main destinations include Bangladesh, Chad, Sudan, Burundi, and other poor countries in Africa and Asia.

In addition to official recruitment points, pseudo-private military structures controlled by special services are also involved in this, including “Redut”, “Konvoy”, “Wagner-2”, “Potok” and others.

The GUR notes that foreigners are lured not only with money, benefits, and promises of Russian citizenship, but also with pressure.

People are often faced with a choice: deportation, prison, or signing a contract to serve in the Russian army.

To do this, they use visa problems, violations of migration laws, and administrative detentions.

Ukrainian intelligence urges foreigners not to travel to Russia and not to agree to any work in the aggressor country, as this may result in being sent to the front as part of assault units.

It was previously reported that Russia is using deception and manipulation to recruit residents of temporarily occupied Crimea into its army . People are promised safe service close to home, but in reality everything is different.

As a reminder, Russia has changed its approach to recruiting foreigners to participate in the war against Ukraine . The recruitment of foreign citizens into the Russian army is increasingly being carried out on a systematic basis.
