Ukrainian drones have caused record damage to Russia’s oil refining industry, knocking out nearly 38% of primary oil refining capacity.

This was reported by Russian media, citing data from the Siala agency.

At the end of September, refineries with a total capacity of approximately 338,000 tons per day were idle in Russia. This is the highest level in the history of Russian oil refining. By comparison, in August 2023, the idle rate was 23% (206,000 tons per day).

According to Siala, approximately 70% of the current shutdowns are due to Ukrainian drone attacks, which damaged a quarter of all production facilities. In September alone, four large plants shut down:

  • Kinef in the Leningrad region (the second most powerful oil refinery in the Russian Federation),

  • Ryazan Oil Refinery of Rosneft,

  • Novokuibyshevsky and Astrakhan gas processing plants of Gazprom.

As a result, gasoline production fell by one million tons, and the deficit on the domestic market reached about 20%.

Economist Vladislav Inozemtsev told The Moscow Times that a quick resumption of production is unlikely. Due to sanctions, Russia cannot obtain the necessary Western equipment, and Chinese equivalents are not always suitable as a replacement.

As reported, on the night of September 20, SBU and Special Operations Forces drones attacked Russian regions, hitting oil pumping stations of the Kuibyshev-Tikhoretsk pipeline.
