Although the idea was quickly withdrawn from consideration, it caused a wide public outcry.<\/strong><\/p>\n<p> This is reported by &#8221; <a href=\"https:\/\/suspilne.media\/chernihiv\/1041705-5-griven-za-vhid-do-ukritta-dla-storonnih-hotili-zrobiti-v-odnomu-z-budinkiv-cernigova\/\" rel=\"nofollow noopener\" target=\"_blank\">Suspilne<\/a> &#8220;.<\/p>\n<p> It is noted that an announcement about a residents&#8217; meeting with a proposal to introduce a paid entrance appeared at the entrance of a building on Pyatnitska Street. The message stated that the funds were planned to be used to improve the sanitary condition of the shelter. They claim that their shelter is not equipped, and part of the basement has been rented out to private entrepreneurs. The nearest other shelter is across the street, and it is difficult to get to, especially for the elderly.<\/p>\n<p> According to Pinchuk, after the deoccupation of the Chernihiv region, they began to be denied access to their neighbor&#8217;s shelter, explaining this by the fact that toys and canned goods were stored in the basement. Once, when the shelter remained closed even during the alarm, the police had to be called.<\/p>\n<p> Lyubov Viala, a 77-year-old former manager of the building on Pyatnytska Street, confirmed that she was the one who initiated the discussion of the fee for third parties. According to her, it was just a proposal that the residents discussed and immediately removed from consideration.<\/p>\n<p> &#8220;We wanted to use these funds for sanitary cleaning of the shelter. There was no conflict. I even consulted with the lawyer of the Desnianske community center,&#8221; said Viala.<\/p>\n<p> She also explained that due to the lack of a second shelter, they close it at night to save electricity, and they decided to give the keys to anyone who wants them so that in case of an alarm, anyone can open the basement.<\/p>\n<p> Regarding the residents of the neighboring building, she added: &#8220;They have their own shelter, but they don&#8217;t want to equip it. And our residents have to constantly give them access. It&#8217;s unfair.&#8221;<\/p>\n<p> The head of the Desnianske communal enterprise, Viktor Prygara, emphasized that the decision on the disposal of basements is made by the residents themselves. The enterprise does not have any budget funds for the arrangement of shelters, and the payment for the maintenance of the building can be used only if 75% of the co-owners agree to spend these funds on the storage.<\/p>\n<p> Prygara clarified that the residents of the nine-story building did not approach the municipal corporation with the initiative to arrange their own shelter.
