Yuriy Kasyanov, a radio engineer and aerial reconnaissance specialist in the Armed Forces of Ukraine, said that regional administrations are building fortifications at the front to absorb funds, not for the military, so no one has been punished and no decisions have been made to correct the situation. He stressed that it is extremely necessary to choose one organization that will be responsible for everything.<\/strong><\/p>\n

According to Kasyanov, a characteristic feature of our time is amateurism.<\/p>\n

“Diletantism, the arrogant stupidity of individual high-ranking leaders, elevated to the rank of state policy, leads to catastrophic miscalculations in defense policy and policy in the field of military production,” the military analyst noted.<\/p>\n

He recalled that in Nazi Germany there was a construction organization under the leadership of the talented engineer and leader Fritz Todt. It built defensive fortifications, bridges, and roads for the German army.<\/p>\n

“Unlike our Ukrainian practice of building fortifications, the Germans preferred to have one responsible organization, one responsible leader, from whom one could ask for quality and cost. In our case, on the contrary, each regional administration often builds fortifications that no one needs in places unsuitable for defense. They build in order to “absorb funds”, not for the military,” Kasyanov said.<\/p>\n

The analyst emphasized that the level of “corruption and outright embezzlement in such construction is off the charts.”<\/p>\n

According to him, Ukraine is losing territory due to the poor quality of its fortifications. However, no one has been punished for this and no important decisions have been made to correct the situation.<\/p>\n

“Probably, our top leaders don’t even think about this problem, because they have no idea how to act correctly in order to both cut the budget and build the fortifications the military needs,” Kasyanov added.<\/p>\n

As is known, Petro Poroshenko is demanding a separate session of the Verkhovna Rada due to the difficult situation with the construction of fortifications. He is also demanding that the results of the parliamentary TSC’s work on fortifications and the purchase of drones be made public.<\/p>\n

Poroshenko also demands that military-civilian administrations be removed from participating in the construction of fortifications and that the coordinating role be assigned to the State Service for Special Transport and the Support Forces. The Poroshenko Foundation has transferred 78 excavators to the Defense Forces for the construction of fortifications, as well as trucks, construction materials, and tools.<\/p>\n

By the way, Petro Poroshenko, during the joint special program of “Pryamoy” and “Channel 5” “Let’s Talk About Ukraine”, said that now it is urgent to build new, modern fortifications 25 kilometers from the contact line.<\/a><\/p>\n

Earlier, the fifth President of Ukraine and leader of the “European Solidarity” Petro Poroshenko stated that the situation with the construction of fortifications is so acute that it requires a separate session of the Verkhovna Rada<\/a> . He also demands to open to the public the results of the work of the parliamentary TSK on fortifications and the purchase of drones. Poroshenko recalled that he offered local administrations to build fortifications at their own expense, but the authorities refused.<\/p>\n
