{"id":1251455,"date":"2025-06-24T20:49:46","date_gmt":"2025-06-24T17:49:46","guid":{"rendered":"https:\/\/prm.ua\/despite-the-governments-loud-promises-why-arent-medicines-getting-cheaper\/"},"modified":"2025-06-25T05:21:41","modified_gmt":"2025-06-25T02:21:41","slug":"despite-the-governments-loud-promises-why-arent-medicines-getting-cheaper","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/despite-the-governments-loud-promises-why-arent-medicines-getting-cheaper\/","title":{"rendered":"&#8220;Loud Promises, Empty Shelves: Why Drug Prices Still Aren\u2019t Falling&#8221;"},"content":{"rendered":"<p><em>Source: Author&#8217;s <a href=\"https:\/\/www.facebook.com\/aleksej.golobuckij\/posts\/pfbid0iYS4BEqSGiTFjvQJCNukF7ySCDEmAijPCY9d4XvsC81WVCFNLiJiHQb6fZnjnT3Zl?locale=ru_RU\" target=\"_blank\" rel=\"noopener nofollow\">Facebook<\/a> page<\/em><\/p>\n<p><strong>Recent moves by the Ministry of Health and the National Security and Defense Council, aimed at making medicines more affordable, have instead deepened the crisis\u2014leaving patients facing rising costs and dwindling trust.<\/strong><\/p>\n<p data-start=\"90\" data-end=\"400\">Instead of a real reduction in costs, we are seeing rising prices, pressure on pharmacies and distributors, and an even greater concentration of profits in the hands of certain manufacturers\u2014those who supply outdated, over-the-counter drugs and seek to preserve their market dominance by blocking new entrants.<\/p>\n<p data-start=\"402\" data-end=\"422\"><strong data-start=\"402\" data-end=\"420\">What happened:<\/strong><\/p>\n<ul data-start=\"423\" data-end=\"1025\">\n<li data-start=\"423\" data-end=\"553\">\n<p data-start=\"425\" data-end=\"553\">The Ministry of Health agreed to a demonstrative \u201cdiscount\u201d on 100 secondary drugs\u2014handpicked by the manufacturers themselves.<\/p>\n<\/li>\n<li data-start=\"554\" data-end=\"665\">\n<p data-start=\"556\" data-end=\"665\">The ban on marketing agreements did not reduce prices; it simply allowed producers to retain those budgets.<\/p>\n<\/li>\n<li data-start=\"666\" data-end=\"847\">\n<p data-start=\"668\" data-end=\"847\">The Ministry rejected a compromise model developed by market participants without offering any explanation, opting instead for a version that favors a minority of manufacturers.<\/p>\n<\/li>\n<li data-start=\"848\" data-end=\"1025\">\n<p data-start=\"850\" data-end=\"1025\">The result is not reform, but the redistribution of hundreds of millions of hryvnias. Consumers are paying the price. The majority of the market did not support this approach.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1027\" data-end=\"1348\"><strong data-start=\"1027\" data-end=\"1065\">Now comes the political dimension.<\/strong><br data-start=\"1065\" data-end=\"1068\" \/>The Ministry is demonstrating a case of symbolic politics: loud declarations, minimal real change, and an aversion to conflict with powerful players. Ambition, loyalty to the political hierarchy, and a readiness to carry out top-down directives prevail over genuine reform.<\/p>\n<p data-start=\"1350\" data-end=\"1377\"><\/p>\n<p data-start=\"1379\" data-end=\"1640\">Such \u201cmanual regulation\u201d has nothing to do with systemic improvement. It is about controlling financial flows\u2014not about patient care. This form of regulation has become a tool for state-controlled rent redistribution rather than a means of reducing drug prices.<\/p>\n<p data-start=\"1642\" data-end=\"1812\" data-is-last-node=\"\" data-is-only-node=\"\">Once again, the pharmaceutical market has been reminded that the rules are not made in the interest of fair competition\u2014but behind closed doors, in favor of the powerful.<\/p>\n<p data-start=\"1642\" data-end=\"1812\" data-is-last-node=\"\" data-is-only-node=\"\">\n<em>Earlier, Health Minister Viktor Lyashko reported that <a href=\"https:\/\/prm.ua\/u-moz-anonsuvaly-znyzhennia-tsin-na-shche-ponad-100-likiv\/\">prices for over 100 medicines will be reduced<\/a> in Ukraine starting in April 2025.
