Of the total amount of 40 billion UAH for the construction of fortifications, half of this amount \u2013 20 billion UAH \u2013 is open criminal proceedings.<\/strong><\/p>\n

This was stated by the people’s deputy from the “European Solidarity” faction, secretary of the temporary special commission (TSC) in the Verkhovna Rada, which studies the issues of fortifications, Mykhailo Bodnar in an interview with the “Censor” publication<\/a> for an article about the current state of fortification construction.<\/p>\n

\u201cIt turns out that in two directions \u2013 Kharkov and Sumy \u2013 more than 20 VOPs (platoon strongpoints, \u2013 ed.) were not built with the funds that the military administrations received,\u201d he noted.<\/p>\n

The deputy said that on his initiative, journalists from Bigus.Info, who had previously published an investigation into fortification, were invited to the VSK. But the people’s deputies from the mono-majority did not really want to see journalists. Therefore, only a few members of the VSK were at the meeting.<\/p>\n

“The majority did not come to the meeting with the journalist who investigated the theft by military administrations during the construction of fortifications, talked about one-day firms, poor quality construction that does not meet modern requirements, without anti-drone coating. In some places there are no “dragon’s teeth” (anti-tank obstacles, – ed.), in other places they are simply dumped in a heap, there is no “razor wire” (barbed wire, – ed.),” Bondar noted.<\/p>\n

“800 fortification facilities that were built by military administrations should now be taken on the balance sheet by the State Service for Special Transport (GOST, a specialized military formation that is part of the Ministry of Defense – ed.). The regional administrations were screaming that they did not want to have fortifications on their balance sheet for a minute, despite the fact that it was the regional administrations that were the managers of the funds and ordered the construction services. But they understood the quality of the work,” said the member of the VSK.<\/p>\n

“Of those 800 objects, DSST took 25 on its balance sheet, another 150 were in the process of completing the documentation, what they will do with the other half a thousand objects, how they will take them on the balance sheet, is unclear, because the quality is terrible. And many of these fortifications are already in the occupied territories,” says Bondar.<\/p>\n

“They named a total amount of 40 billion UAH for the construction of fortifications, opened criminal proceedings for half of this amount, of which 20 billion were immediately stolen. GOST builds the VOP for 12-13 million UAH, and military administrations – for 25 million UAH. That is, half as much. Here you have half the stolen money. And about the percentage of fortifications that remained in the temporarily occupied territories, information should have been prepared for us, they have not yet prepared. But I think that it is definitely under 20%,” the deputy said.<\/p>\n

“We want to gather in parliament the prosecutor’s office, the State Bureau of Investigation, the National Anti-Corruption Bureau of Ukraine, the SAP, and the Cabinet of Ministers so that they can talk about the real situation. Because we have already heard from Prime Minister Shmyhal that 100% of everything has been built, that everything is fine, all funds have been spent, heads of administrations came and said that the funds have been fully spent, and then it turns out that in the Kharkiv and Sumy regions alone, 20 military bases have not been built. This is not one concrete shelter. This is a series of trenches, a very large volume of materials and work required to build one military base, and here more than 20 have not been built,” Bondar noted.<\/p>\n

As reported by the author of the article “Fortifications in Sumy region: why not a single contract for the construction of fortifications has not yet been fulfilled”, last year in Sumy region they were supposed to build a fortification system for a total of more than UAH 3 billion, but not a single contract for the creation of defensive fortifications, which was carried out by the Department of Sumy OVA and Sumy Restoration Service, has been completed. Tenders were conducted through the Prozorro electronic system at the beginning or inside 2024. The total cost of contracts for the construction of fortifications amounted to UAH 2.87 billion. However, as of today, only one contract is listed in Prozorro as fulfilled or completed – for the supply of materials. The remaining contracts for the construction of fortifications remain in the status of active, that is, unfulfilled.<\/p>\n

On June 29, the American publication The Wall Street Journal devoted its main article to the situation<\/a> in the Sumy region. The report states that Russia has concentrated 50,000 troops around Sumy, which outnumber the Ukrainian Armed Forces by 3 to 1. And that maintaining the Sumy region is now costing the Ukrainians more human lives than was possible, in particular due to the lack of fortifications.<\/p>\n

“For six months, when Ukraine held territory in Russia’s Kursk region, soldiers fighting there believed the military would prepare strong defensive positions on the Ukrainian side of the border. After a chaotic and costly retreat from Kursk, they found outdated trenches with no cover from drones,” the American publication writes.<\/p>\n
