The Cabinet of Ministers of Ukraine has approved the Budget Declaration for the three years ahead \u2014 for 2026-2028. This document defines the main guidelines of budget policy for the medium term, with an emphasis on stability and effective management of public finances. At the same time, the declaration takes into account the country’s key priorities, in particular, European integration aspirations.<\/strong><\/p>\n

This is reported by<\/a> the Ministry of Finance.<\/p>\n

The declaration will become the basis for forming the draft State Budget for 2026. It provides general parameters of income and expenditure, the minimum wage, the subsistence minimum, and other important indicators.<\/p>\n

Social standards: minimum wage and living wage<\/strong><\/p>\n

During 2026-2028, a gradual increase in the subsistence minimum for able-bodied persons is planned: UAH 3,288 in 2026, UAH 3,482 in 2027, and UAH 3,667 in 2028.<\/p>\n

The minimum wage is planned to be UAH 8,688 in 2026, UAH 9,374 in 2027, and UAH 10,059 in 2028.<\/p>\n

The size of the official salary of an employee of the 1st tariff category has also been established – from 3,470 UAH in 2026 with a gradual increase to 4,018 UAH in 2028.<\/p>\n

Tax rates and reforms<\/strong><\/p>\n

The tax policy for the next three years will be consistent and focused on stability. It is planned to maintain the key rates: 18% personal income tax, 18% basic income tax rate, 25% for banks and financial institutions, and 20% VAT with differentiated rates of 7% and 14%.<\/p>\n

A number of measures are planned to modernize the tax system, including electronic audits, expanding tax reporting for digital platforms, and harmonizing legislation with European standards.<\/p>\n

Macro forecasts: inflation, hryvnia exchange rate, unemployment<\/strong><\/p>\n

Inflation is forecast at 9.7% in 2026, 7.1% in 2027, and 5.6% in 2028. The unemployment rate will average about 13%.<\/p>\n

The hryvnia to US dollar exchange rate is expected to be at 44.7 UAH in 2026 with a slight increase to 45.8 UAH in 2028.<\/p>\n

Two budget development scenarios<\/strong><\/p>\n

The document envisages two scenarios: one with an improvement in the security situation, the other with the continuation of full-scale Russian aggression. The choice of scenario will determine priorities and funding levels, particularly in the defense sector.<\/p>\n

Decision of the President and the National Security and Defense Council<\/strong><\/p>\n

The President signed a decree approving the National Security Council’s proposals for financing the security and defense sector for 2026-2028. The government must ensure the priority of these expenditures, as well as work on increasing the financial support for the military, police, and privates.<\/p>\n

Measures are also provided for the timely payment of assistance to the families of deceased defenders.<\/p>\n

As a reminder, the Cabinet of Ministers of Ukraine approved amendments to the state budget for 2025<\/a> , providing for an additional over 412 billion hryvnias for the security and defense sector. The government plans to cover part of these expenditures through increased budget revenues, and the rest through new debt borrowings.<\/p>\n
