The State Bureau of Investigation has exposed a large-scale scheme to evade mobilization in Zaporizhia, organized in the local TCC. According to preliminary data, over 1,500 men avoided mobilization in 2024-2025 due to illegal actions by officials.<\/strong><\/p>\n

The TCC workers took money for removing from the wanted list those liable for military service who failed to show up for their summonses, drawing up fictitious reports on their supposedly voluntary appearance. The State Bureau of Investigation analyzed almost 5,000 administrative materials, which allowed them to discover that at least 1,500 people avoided mobilization and did not pay fines under this scheme.<\/p>\n

<\/p>\n

The scheme was exposed during an investigation of a case in which an officer of the military registration department of the TCC demanded $1,300 to remove a local resident from the wanted list after he received a summons. To do this, the official brought in a familiar employee of the State Special Communications Service and a lawyer as intermediaries. After the funds were transferred, the officer drew up a fictitious protocol on administrative violations, which allowed him to avoid mobilization.<\/p>\n

<\/p>\n

The TCC officer and his accomplices were informed of suspicion of receiving an illegal benefit by prior conspiracy (Part 2 of Article 28, Part 2 of Article 369-2 of the Criminal Code of Ukraine), and the official is also charged with forgery of official documents (Part 1 of Article 366 of the Criminal Code of Ukraine). Penalties include up to 5 years of imprisonment.<\/p>\n

<\/p>\n

Currently, a pre-trial investigation is ongoing to identify all those involved in the scheme. Procedural guidance is provided by the Zaporizhzhya Specialized Prosecutor’s Office in the field of defense of the Eastern Region.<\/p>\n
