The explanatory note to the document states that in times of war, Ukraine is forced to review certain international obligations in order to strengthen its defense capabilities and protect its sovereignty. In particular, the document refers to the state&#8217;s right to self-defense, provided for in Article 51 of the UN Charter.<\/p>\n<p> One of the key arguments in favor of this decision was the absence of Russia among the participants in the 1997 Convention, which, according to the Ukrainian side, creates an imbalance in the means of conducting combat operations and gives the aggressor an advantage, in particular in the field of mine and engineering support.<\/p>\n<p> The law stipulates that the suspension of the Convention will be effective until the end of Russian aggression. The basis for this step was Article 62 of the Vienna Convention on the Law of Treaties, which allows for the revision or suspension of international agreements in the event of significant changes in circumstances.<\/p>\n<p> After the law enters into force, Ukraine will officially inform the States Parties to the Convention, its depositary, as well as the UN Security Council of its decision.<\/p>\n<p> The suspension of obligations may also open the way for Ukraine to receive new forms of military-technical assistance from countries that are not party to the Convention and will allow it to expand its defense tools in times of war.<\/p>\n<p> As a reminder, <a href=\"https:\/\/prm.ua\/polshcha-vidmovylasia-vid-konventsii-pro-zaboronu-protypikhotnykh-min\/\">the Polish parliament voted to withdraw from the Ottawa Convention<\/a> , which prohibits the use and stockpiling of anti-personnel mines.
