{"id":1263839,"date":"2025-07-16T14:40:49","date_gmt":"2025-07-16T11:40:49","guid":{"rendered":"https:\/\/prm.ua\/social-rent-and-buyout-council-takes-first-step-towards-large-scale-housing-reform\/"},"modified":"2025-07-17T03:53:22","modified_gmt":"2025-07-17T00:53:22","slug":"social-rent-and-buyout-council-takes-first-step-towards-large-scale-housing-reform","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/social-rent-and-buyout-council-takes-first-step-towards-large-scale-housing-reform\/","title":{"rendered":"Rada Launches Major Housing Reform with Social Rent and Buyout Initiative"},"content":{"rendered":"<p><strong>The Verkhovna Rada has passed the draft law &#8220;On the Basic Principles of Housing Policy,&#8221; paving the way for a comprehensive housing reform across Ukraine.<\/strong><\/p>\n<p data-start=\"80\" data-end=\"157\">This was announced by Olena Shulyak, head of the Parliamentary faction of the Sluga narodu.<\/p>\n<p data-start=\"159\" data-end=\"442\">\u201cOver 600,000 Ukrainians have been waiting in housing queues for decades, and this figure only accounts for data from 2015. The war has further exacerbated the problem, as numerous internally displaced persons (IDPs) also require improved housing conditions,\u201d Shulyak noted.<\/p>\n<p data-start=\"444\" data-end=\"623\">She added that the key issues in housing policy include unaffordable and poor-quality housing, a shortage of accommodation for IDPs and veterans, and an unregulated rental market.<\/p>\n<p data-start=\"625\" data-end=\"973\">\u201cInstead of waiting in stagnant apartment queues that have not advanced for many years, people in need of better housing conditions will be provided with tools to access housing. These will include accessible financial and credit mechanisms, the revival of housing and construction cooperatives, and public-private partnerships,\u201d Shulyak explained.<\/p>\n<p data-start=\"975\" data-end=\"1174\">She also mentioned that for citizens whose incomes do not allow them to buy or rent on the market, two forms of temporary housing will be introduced \u2014 social rental and rental with the option to buy.<\/p>\n<p data-start=\"1176\" data-end=\"1293\">These mechanisms have been effective in the EU for many years, and Ukraine is adapting them to its current realities.<\/p>\n<p data-start=\"1295\" data-end=\"1332\"><strong data-start=\"1295\" data-end=\"1332\">How will new housing be financed?<\/strong><\/p>\n<p data-start=\"1334\" data-end=\"1444\">Shulyak stated that housing available for social rent will come from state and municipal social housing funds.<\/p>\n<p data-start=\"1446\" data-end=\"1602\">Currently, such facilities do not exist in Ukraine, but they will be created. The Slugae&#8217;s Deputy added that these will include \u201cmillions of square meters.\u201d<\/p>\n<p data-start=\"1604\" data-end=\"1853\">She further explained that new housing will be built at public expense and through public-private partnerships. The head of the Parliamentary\u00a0faction of the Sluga narodu noted that this approach will ensure the completion of all \u201clong-term construction projects.\u201d<\/p>\n<p data-start=\"1855\" data-end=\"2056\">\u201cA draft law on the social housing fund, which will detail all these provisions, is already being prepared.
