Moscow has adapted to the restrictions and continues to receive billions through shadowy schemes and cooperation with China and India.<\/strong><\/p>\n<p> This is reported by <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/holes-eu-russia-sanctions-put-attention-back-trump-oil-threat-2025-07-22\/\" rel=\"nofollow noopener\" target=\"_blank\">Reuters<\/a> .<\/p>\n<p> It is noted that expert assessments and data from international energy structures indicate that, despite the 18th package of sanctions by the European Union, agreed on July 18, 2025, Russia will likely avoid a serious economic blow.<\/p>\n<p> The sanctions are designed to lower the price ceiling for Russian oil to $47.60 per barrel, theoretically making it harder for companies cooperating with the West to sell and process it. But in practice, Russia has already established effective schemes to circumvent the restrictions, including a fleet of shadowy tankers, opaque payment mechanisms, and offshore oil transshipments.<\/p>\n<p> &#8220;Russian exports of crude oil and petroleum products brought the country $192 billion in 2024 \u2014 almost twice as much as its annual defense budget,&#8221; the analysts note.<\/p>\n<p> The new sanctions package also includes a ban on the import of refined oil products made from Russian raw materials, which is due to come into effect in 2026. This step is aimed at eliminating the &#8220;loophole&#8221; that allowed Russia to sell oil through third countries \u2014 primarily India, China, and Turkey.<\/p>\n<p> However, this move could hit Moscow&#8217;s partners harder than Russia itself. The biggest losses are predicted for India, which in 2024 imported 38% of its crude oil from Russia, and 16% of diesel and jet fuel entering Europe was produced at its refineries.<\/p>\n<p> &#8220;The new sanctions open the market for the Persian Gulf countries, which will be able to take part of European demand,&#8221; experts believe.<\/p>\n<p> Sanctions against Russia&#8217;s energy sector, imposed after its full-scale invasion of Ukraine in 2022, were designed from the start to avoid an energy crisis in the EU while at the same time limiting the Kremlin&#8217;s funding. As statistics show, the latter goal has not been achieved: petrodollars continue to flow in, and global prices support Russia&#8217;s revenues.<\/p>\n<p> In June 2025, despite a slight decrease in export volumes to 7.23 million barrels per day, Russia&#8217;s revenue increased to $13.6 billion \u2014 $800 million more than in May, thanks to rising world prices.<\/p>\n<p> The journalists recalled that the fear of a serious price shock on the global energy market is holding the West back from taking more decisive steps. In these circumstances, US President Donald Trump&#8217;s threats of secondary sanctions remain one of the few levers of pressure on Russia if suppliers continue to ignore restrictions.<\/p>\n<p> While the new EU measures have the potential to reduce Moscow\u2019s revenues on paper, practice shows that Russia continues to adapt and build parallel logistics routes. The result is effectively preserving its financial capacity \u2014 including to finance the war against Ukraine.<\/p>\n<p> By the way, <a href=\"https:\/\/prm.ua\/sanktsii-yes-zirvaly-postachannia-dyzeliu-z-indii-tanker-povernuvsia-porozhnim\/\">the oil tanker Talara, which was supposed to deliver diesel fuel to Africa, unexpectedly left the Indian port of Vadinar without cargo<\/a> . The ship was chartered by energy company BP, and the very low-sulfur diesel was supposed to come from the Nayara Energy plant, a company with Russian ties.<\/p>\n<p> As a reminder, EU ambassadors have approved a new, eighteenth package of sanctions against Russia.
