On Wednesday, July 23, President Volodymyr Zelensky signed a decree<\/a> approving the composition of the Ukrainian delegation that will participate in negotiations with Russia. They are to be held in Istanbul and will concern issues of achieving a \u201cjust and sustainable peace.\u201d<\/strong><\/p>\n

The delegation includes representatives from a number of key agencies, from diplomats to the military and intelligence agencies. The negotiating group will be led by Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine.<\/p>\n

The Ukrainian delegation included:<\/p>\n

Rustem Umerov \u2014 Secretary of the National Security and Defense Council, head of the delegation;<\/p>\n

Oleksandr Bevz \u2014 Advisor to the Head of the President’s Office;<\/p>\n

Serhiy Kyslytsia \u2014 First Deputy Minister of Foreign Affairs;<\/p>\n

Yuriy Kovbasa \u2014 representative of the Verkhovna Rada Commissioner for Human Rights in the security and defense sector (with consent);<\/p>\n

Oleksandr Dyakov \u2014 Deputy Chief of Staff of the Ukrainian Navy Command;<\/p>\n

Heorhiy Kuzmychov \u2014 Protocol Officer of the Service Support Office of the Commander-in-Chief of the Armed Forces of Ukraine;<\/p>\n

Oleh Luhovsky \u2014 First Deputy Head of the Foreign Intelligence Service of Ukraine;<\/p>\n

Yevhenii Ostryanskyi \u2014 Deputy Chief of the General Staff of the Armed Forces of Ukraine;<\/p>\n

Oleksandr Poklad \u2014 Deputy Head of the Security Service of Ukraine;<\/p>\n

Vadym Skibitskyi \u2014 Deputy Head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine;<\/p>\n

Andriy Fomin \u2014 Head of the International Law Department of the General Staff;<\/p>\n

Oleksiy Shevchenko \u2014 Deputy Chief of the General Staff of the Armed Forces of Ukraine;<\/p>\n

Oleksandr Sherikhov \u2014 Senior Officer of the Operations Department of the General Staff;<\/p>\n

Yevhen Shynkarev is the Deputy Chief of Staff of the Air Force Command of the Armed Forces of Ukraine.<\/p>\n

The decree has already been published on the president’s official website. It is noted that the delegation will represent Ukraine not only in negotiations with the aggressor country, but also in contacts with international partners.<\/p>\n

Let us recall that even before the talks began, Russia began to effectively block them. Kremlin spokesman Dmitry Peskov has already stated that \u201cthere is no reason to count on any breakthroughs.\u201d<\/a> He emphasized that Russia \u201cintends to seek to secure its interests and fulfill the tasks set.\u201d<\/p>\n
