German Foreign Minister Johann Wadeful expressed concern about legislative changes in Ukraine, which, in his opinion, threaten the independence of the anti-corruption infrastructure.<\/strong><\/p>\n

In his statement<\/a> , he emphasized that he was primarily referring to the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office.<\/p>\n

“Limiting the independence of Ukrainian anti-corruption bodies complicates Ukraine’s path to EU membership. I expect that Ukraine will consistently continue the fight against corruption,” said Vadeful, quoted by the Glavkom publication.<\/p>\n

He emphasized that preserving the independence of institutions such as NABU and SAPO is one of the key requirements of the European Union. Weakening their role could call into question the pace of Ukraine’s European integration.<\/p>\n

According to the minister, effective counteraction to corruption should remain one of the main priorities on the path to EU membership, and any steps that could harm this course cause concern among European partners.<\/p>\n

As a reminder, on July 22, the Verkhovna Rada voted for a bill that significantly limits the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP)<\/a> , effectively subordinating their activities to the Prosecutor General.<\/p>\n

Subsequently, the heads of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office appealed to President Volodymyr Zelenskyy not to sign the bill<\/a> , which, in their opinion, destroys the independence of these bodies.<\/p>\n

However, President Volodymyr Zelenskyy signed a high-profile law that significantly changes the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP), strengthening control by the Prosecutor General.<\/a><\/p>\n

As reported, the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office have published an official statement regarding draft law No. 12414, which is being prepared for the second reading in the Verkhovna Rada. The anti-corruption bodies warn that the latest amendments to the document pose a serious threat to the independence of their activities.<\/a><\/p>\n

In addition, mass protests were held in Kyiv, Lviv, Dnipro, Odessa, Lutsk, and Ivano-Frankivsk against draft law No. 12414, which activists say threatens the independence of the anti-corruption institutions NABU and SAPO. Protesters are demanding that the president immediately veto the document, which could significantly change the balance of Ukraine’s anti-corruption system.<\/a><\/p>\n

On Wednesday, July 23, President Volodymyr Zelenskyy held a meeting with the heads of law enforcement and anti-corruption agencies against the backdrop of public outcry caused by the adoption of Law No. 12414. Following the meeting , the preparation of a unified action plan was announced, which aims to strengthen state institutions and respond to society’s demand for justice.<\/a><\/p>\n

By the way, the Verkhovna Rada plans to prepare a submission to the Constitutional Court of Ukraine to repeal Law No. 12414,<\/a> which limits the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP).<\/p>\n

It should be noted that the Minister of Foreign Affairs of the Netherlands, Kaspar Veldkamp, expressed concern about the restrictions on the independence of anti-corruption institutions in Ukraine, emphasizing that this threatens the country’s progress towards EU membership.<\/a><\/p>\n

As is known, the Organization for Economic Cooperation and Development warned Ukraine that the attack on NABU and SAPO will negatively affect investments and financing.<\/a><\/p>\n
