The European Commission has expressed serious concerns about attempts to limit the independence of anti-corruption bodies in Ukraine. This concerns draft law No. 12414, which provides for the subordination of the activities of the NABU and the SAPO to the Prosecutor General.<\/strong><\/p>\n

As reported by<\/a> the Frankfurter Allgemeine Zeitung, citing sources close to the negotiations, the European Commission warned that such changes could jeopardize further EU funding under the Ukraine Facility program.<\/p>\n

MP Ivanna Klympush-Tsintsadze confirmed that Kyiv had received a corresponding signal from the European Union. According to her, it stated that financial assistance could be frozen if the independence of anti-corruption bodies is not restored.<\/p>\n

This is not just about individual tranches, but about the possible suspension of the entire financing program.<\/p>\n

In addition, according to<\/a> “European Truth”, EU representatives conveyed to the Ukrainian government through diplomatic channels the position that the parliament should completely repeal the controversial provisions of draft law No. 12414. European officials do not rule out a scenario in which, during the vote on July 31, none of the alternative draft laws restoring the independence of the NABU and the SAPO will be adopted or a document with formal changes will be adopted that will not eliminate the main risks.<\/p>\n

European Commission spokesman Guillaume Mercier previously said that the EU expects Ukraine to maintain the full independence of its anti-corruption infrastructure, including the NABU and SAPO, as one of the key conditions for providing financial assistance. He also stressed that Brussels is “closely following developments in the Verkhovna Rada.”<\/p>\n

It should be noted that the total amount of financing under the Ukraine Facility program is up to 50 billion euros for 2024\u20132027. Receiving funds is directly related to Ukraine’s implementation of a number of reforms, including transparent governance, the rule of law, and effective fight against corruption.<\/p>\n

As a reminder, on July 22, the Verkhovna Rada voted for a bill that significantly limits the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP)<\/a> , effectively subordinating their activities to the Prosecutor General, and Volodymyr Zelenskyy signed it.<\/p>\n

As reported, society negatively perceived the actual destruction of anti-corruption bodies<\/a> . On July 22 and 23, hundreds of people in many cities of Ukraine took to rallies against Law No. 12414.<\/p>\n

Subsequently, President of Ukraine Volodymyr Zelensky submitted to the Verkhovna Rada a law on “strengthening the powers of the NABU and the SAPO.”<\/a><\/p>\n

In addition, several MPs who supported the scandalous bill No. 12414, which narrows the powers of the NABU and the SAPO, publicly admitted their mistake and declared their readiness to correct the situation<\/a> .
