Among them are permits for practicing healing, approval for logging, the use of explosives, and permits for negotiations with foreigners. The Cabinet of Ministers claims that the new reform will greatly facilitate the life of business without weakening state control.<\/strong><\/p>\n<p> This is stated in the text of draft law <a href=\"https:\/\/itd.rada.gov.ua\/billInfo\/Bills\/Card\/56923\" rel=\"nofollow noopener\" target=\"_blank\">No. 13554.<\/a><\/p>\n<p> According to the document, the government is initiating a large-scale simplification of the conditions for conducting business activities. This involves the elimination of 63 types of permits, approvals, and other administrative procedures that, according to the conclusions of an interdepartmental working group, are unnecessary or excessive.<\/p>\n<p> The following will be cancelled first:<\/p>\n<ul><\/p>\n<li> In the field of healthcare &#8211; a permit to practice traditional medicine (healing) and a certificate for registration of a hazardous factor.<\/li>\n<p><\/p>\n<li> In ecology, there is agreement on emissions into the atmosphere, artificial impact on the air, and the boundaries of sanitary zones of water bodies.<\/li>\n<p><\/p>\n<li> In forestry, there are 23 documents, including permits for felling trees, land reclamation, catching animals &#8220;for science,&#8221; and mandatory grain insurance.<\/li>\n<p><\/p>\n<li> In construction, approvals for the use of explosives and architectural approvals for projects in old cities.<\/li>\n<p><\/p>\n<li> In education and foreign trade, they will cancel permits for negotiations with foreigners, the opening of branches of foreign universities, licenses for extracurricular education, and even approval for the use of metal detectors at monuments.<\/li>\n<p><\/ul>\n<p> According to the authors of the bill, these instruments either have no legislative basis or duplicate existing regulations, and therefore only create unnecessary costs and bureaucratic obstacles. The abolition of permits will allow entrepreneurs to save time, resources, and focus on development, not on paperwork.<\/p>\n<p> The project was created in accordance with the Law &#8220;On the Public Health System&#8221; and government decisions since 2019. It also takes into account Ukraine&#8217;s obligations to the International Labor Organization and will help the country improve its position in global rankings of the ease of doing business.<\/p>\n<p> It is worth adding that the cancellation of 63 outdated permits and approvals will reduce bureaucratic pressure on business, make it easier to start and run a business, reduce entrepreneurs&#8217; costs, and speed up business decision-making.
