On Wednesday, July 30, a law came into force that gives the Cabinet of Ministers the right to dismiss the head of ARMA in case of ineffective work.<\/strong><\/p>\n

This was announced<\/a> by the head of the Committee on Anti-Corruption Policy, MP from the “Servant of the People” party, Anastasia Radina.<\/p>\n

“The government is dismissing the head of ARMA, Olena Duma. Formally, at her own request. However, today our law on ARMA reform came into force, which gives the government the right to dismiss the current head due to inefficiency. So even without a statement, the reason for dismissal could have been different,” the deputy noted.<\/p>\n

According to her, the results of the Duma’s work left many questions. In particular, in the seven months of this year, it held 113 competitions, but concluded only 13 contracts.<\/p>\n

“You won’t believe it, but 9 of them are with companies associated with Mikhail Stefanishyn. Despite journalistic investigations, ARMA, under the leadership of the Duma, continued to cooperate with these companies,” she added.<\/p>\n

This is the “KAMparityt” consortium, which was awarded the Trade Union House in Kyiv and the “Flagman” shopping center in Ivano-Frankivsk, with a total value of over UAH 1.3 billion. Seven more contracts were concluded with “Priorityt” – an essentially identical consortium, also associated with the same individuals.<\/p>\n

Since July, Priority has been managing a large railway asset: 55 gondola cars, 51 tank cars, three diesel locomotives and over 2,600 wagons. There was only one participant in each of these competitions.<\/p>\n

In addition, “KAMparityt” claims a residential building with an area of over 2,500 m\u00b2 and plots of land in the elite Kozyn – assets associated with the sanctioned oligarch Pavlo Fuchs.<\/p>\n

However, assets worth billions of hryvnias, including the corporate rights of Morshynska LLC, Gulliver Shopping Center, and dozens of sanatoriums, have still not been transferred to management. As a result, the state has not received a single hryvnia of income from them.<\/p>\n

“I hope that this release will be the beginning of building an effective system for managing seized assets that will work for the state, not for schemes,” Radina concluded.<\/p>\n

As a reminder, the head of the National Assets Tracing and Management Agency (ARMA), Olena Duma, has resigned.<\/a><\/p>\n
