The commission stated that it is completing its mandate and sees no grounds for a new competition.<\/strong><\/p>\n<p> This is reported by <a href=\"https:\/\/suspilne.media\/1079199-urad-znovu-ne-priznaciv-civinskogo-direktorom-beb\/\" rel=\"nofollow noopener\" target=\"_blank\">&#8220;Social&#8221;.<\/a><\/p>\n<p> It is noted that the government did not re-appoint Oleksandr Tsyvinsky as director of the Bureau of Economic Security (BEB). His candidacy was submitted for the second time by the competition commission, which was responsible for transparent selection. This decision of the Cabinet of Ministers caused concern among experts and EU representatives.<\/p>\n<p> The competition commission announced that it was completing its work, as it had chosen the winner \u2014 and according to Ukrainian law, a second competition is not provided for.<\/p>\n<p> &#8220;Tsivinsky meets all the requirements of the law. A repeated competition contradicts the procedures,&#8221; said the head of the commission, Laura Stefan.<\/p>\n<p> At the same time, the commission confirmed that it had received a letter from the SBU, which contained security warnings due to the Russian citizenship of Tsyvinsky&#8217;s father. However, this information was known back in 2023 and did not become an obstacle to the candidate&#8217;s admission to state secrets.<\/p>\n<p> &#8220;If the information were critical, Tsyvinsky would have already been revoked from access to the secret,&#8221; Stefan explained.<\/p>\n<p> Since the first submission, which the government rejected on July 7, the commission submitted the same candidacy a second time on July 21. The commission has not received any new communication from the government.<\/p>\n<p> <strong>Chronology of events regarding the appointment of the head of the BEB:<\/strong><\/p>\n<ul><\/p>\n<li> <strong>On June 24, 2025,<\/strong> the competition commission announced the winner of the competition for the position of Director of the Bureau of Economic Security (BEB) Oleksandr Tsyvinsky, a former NABU detective who participated in the Clean City special operation. The decision was made after interviews and verification of the candidate&#8217;s compliance with the requirements of current legislation.<\/li>\n<p><\/p>\n<li> <strong>On June 30, 2025,<\/strong> the commission sent an official submission to the Cabinet of Ministers of Ukraine with a recommendation to appoint Tsyvinsky as the director of BEB. According to the procedure, the government was to make a decision within 10 days.<\/li>\n<p><\/p>\n<li> <strong>On July 7, 2025,<\/strong> the government refused to appoint Tsyvinsky. The Cabinet of Ministers cited data received from the Security Service of Ukraine, which allegedly cast doubt on the candidacy. In response, Tsyvinsky publicly stated that he wanted to see these &#8220;security assessments&#8221;, since he had been undergoing SBU checks for many years and had access to state secrets.<\/li>\n<p><\/p>\n<li> <strong>On July 8\u20139, 2025,<\/strong> the competition commission published a protocol with the reasoning for its choice and emphasized that it saw no legal grounds for a repeated competition. The commission also stated that the Cabinet&#8217;s decision was based on unspecified security concerns that did not affect the legitimacy of the candidate&#8217;s participation in the competition.<\/li>\n<p><\/p>\n<li> <strong>On July 21, 2025,<\/strong> the commission resubmitted a proposal to the Cabinet of Ministers regarding the appointment of Oleksandr Tsyvinsky, confirming its position and insisting that the repeated competition was unlawful.<\/li>\n<p><\/p>\n<li> <strong>On July 23, 2025,<\/strong> Tsyvinsky thanked the commission on social media &#8220;for its principled position&#8221; and announced that the documents had been returned to the Cabinet of Ministers. At the same time, the government did not initiate a new procedure and did not propose alternative candidates.<\/li>\n<p><\/p>\n<li> <strong>On July 29, 2025,<\/strong> the European Commission called on the Ukrainian government to appoint the director of BEB as soon as possible in accordance with current legislation and the results of the competition. The EC stressed that this is critically important for reforming economic security and further progress of Ukraine towards EU membership.<\/li>\n<p><\/p>\n<li> <strong>On July 30, 2025,<\/strong> the Ukrainian government rejected Tsyvinsky&#8217;s candidacy for the second time. The commission announced the end of its mandate and announced that it would not hold a new competition. The government did not explain the reasons for the rejection, nor did it communicate with the commission after the re-submission.<\/li>\n<p><\/ul>\n<p> Earlier, <a href=\"https:\/\/prm.ua\/skasuvannia-konkursu-na-holovu-beb-rozliutylo-briussel-yevrokomisiia-vymahaie-vid-ukrainy-diy\/\">the European Commission publicly defended the results of the competition for the position of head of the Bureau of Economic Security of Ukraine (BEU)<\/a> , which was canceled by the government.
