Amid the intensification of hostilities and rising defense spending, Ukraine may face an even more serious financial challenge.<\/strong><\/p>\n

As Reuters reports<\/a> , key factors in the lack of funds were also the slowdown in reforms and partial non-fulfillment of obligations to international creditors.<\/p>\n

Analysts have estimated that Ukraine will need between $39 billion and $58 billion in international support in 2025. For 2026\u20132027, financial requests reach $65 billion, but so far only about a third of this amount has been officially confirmed.<\/p>\n

Negotiations with donors, according to experts, are complicated by the suspension of a number of anti-corruption initiatives, which has led to the underreceipt of part of the financing under the Ukraine Facility program. According to analysts at Investment Capital Ukraine, Ukraine will have to find at least another $10\u201315 billion, which is currently lacking in the financial plan for 2026.<\/p>\n

The EU and IMF are urging immediate continuation of reforms, particularly in the areas of justice, state asset management and ensuring transparency in the defense sector. Despite the stated intentions of the government of Yulia Svyrydenko to intensify economic reforms, Reuters notes that the pace of change remains too slow.<\/p>\n

Against this background, the Verkhovna Rada has already registered draft law No. 13573, which provides for a significant adjustment to the state budget. This amounts to an additional UAH 412.3 billion for the security and defense sector. Of these,:
\u2013 UAH 115 billion will be allocated to provide financial support to the personnel of the Armed Forces of Ukraine and other defense forces,
\u2013 UAH 216 billion \u2013 for the purchase of weapons, equipment and the production of drones,
\u2013 the rest \u2013 for other needs of the Ukrainian army.<\/p>\n

Recall that the reduction of EU funding due to unfulfilled reforms is a bad signal for Ukraine, especially if there are no real changes in the fight against corruption<\/a> . However, more than 350 billion hryvnias are stored in the single treasury account, which allows covering current needs.<\/p>\n

As reported, the Organization for Economic Cooperation and Development warned Ukraine that the attack on NABU and SAPO will negatively affect investments and financing.<\/a><\/p>\n
