The OSCE Chairperson-in-Office and Finnish Foreign Minister Elina Valtonen stressed the urgent need to reform the organization, which has been operating without an approved budget for several years. Ukraine, for its part, proposed five steps for the OSCE to emerge from the crisis caused by the blockade by Russia.<\/strong><\/p>\n

Valtonen called supporting Ukraine and holding Russia accountable for war crimes, including the abduction of Ukrainian children, a top priority. She stressed that all crimes must be thoroughly documented and those responsible brought to justice.<\/p>\n

She also noted that the OSCE needs to become more resilient and able to make decisions in a timely manner, as the organization has been operating without an approved budget since 2021. According to Valtonen, “past achievements do not guarantee that all this will work in the future,” so it is time to start reforms.<\/p>\n

Separately, the OSCE head announced the creation of the Helsinki 50 Fund. Its goal is to ensure more effective use of voluntary contributions and improve financing of the organization’s activities.<\/p>\n

At a joint briefing, Ukrainian Foreign Minister Andriy Sybiga emphasized<\/a> that the organization’s work is blocked by Russia<\/strong> and stressed the need for reforms.<\/p>\n
