After the appointment of Philipp Pronin as head of the State Financial Monitoring Service, this state body has turned into a circle of “insiders”. Pronin’s team includes employees from his previous place of work, a family friend, and people without the necessary work experience.<\/strong><\/p>\n

Pronin replaced Igor Cherkassky<\/h2>\n

Filipp Pronin headed the State Financial Monitoring Service on December 31, 2024. He replaced Igor Cherkassky, who headed the agency since March 1, 2014.<\/p>\n

Before his appointment as the head of the State Financial Monitoring Service, Pronin headed the Poltava Regional State Administration. Before that, Filipp Pronin worked at ARMA since 2017, and since 2020, as the deputy chairman of the National Agency.<\/p>\n

As investigators note, the State Financial Monitoring Service of Ukraine became the talk of the internet at the beginning of the year after the structure’s actual participation in imposing sanctions on the fifth president Petro Poroshenko. It was during that period that the Finmon team, headed by Pronin, began to actively renew itself – large-scale personnel changes took place here.<\/p>\n

First Deputy \u2013 Bohdan Korolchuk<\/h2>\n

Bohdan Korolchuk became the first deputy of Philip Pronin in the State Financial Monitoring Service. He worked in the National Police of Ukraine for more than 15 years, and in 2023 he was appointed to the position of Pronin’s first deputy in the Poltava Regional State Administration.<\/p>\n

However, Pronin and Korolchuk are connected not only by their work in Poltava. Korolchuk’s wife Tatyana previously worked in ARMA in the asset detection and search department, precisely when it was headed by Philip Pronin.<\/p>\n

Journalists found out that at present, together with Philip Pronin\u2019s wife, the woman owns a company that provides consulting services.<\/p>\n

Despite the family’s quite ordinary income, in 2023 Korolchuk’s wife acquired expensive real estate – an apartment in the Dock32 residential complex in Kyiv, as well as two cells and two parking spaces. The total cost of purchases is more than 160 thousand dollars. Over the previous two years, the family’s official income was less, even taking into account savings.<\/p>\n

Ex-colleagues on ARMA<\/h2>\n

Another representative of Pronin’s team in Finmon is Vitaly Teslenko, who previously worked with him in ARMA. At the time of his dismissal from there, Teslenko indicated in his declaration that he was registered in a dormitory, but was using an old living room. But a month after his dismissal, he became the owner of a 100-meter apartment in the Hennessy House residential complex in Kyiv for approximately 140 thousand dollars.<\/p>\n

The investigation notes that Teslenko had no official income for such a purchase, only his salary and several thousand in savings. In his declaration, he indicated that the apartment was given to him by his 80-year-old mother, who, according to data from the registers, had never been involved in business.<\/p>\n

Journalists also reported that Artem Matios, the nephew of former military prosecutor Anatoly Matios, also works on Pronin\u2019s team.<\/p>\n

McDonald’s ex-employee and student with no experience<\/h2>\n

Diana Vier has recently been involved in risk analysis in the budgetary and public administration sectors.<\/p>\n

Journalists said that the girl graduated from KNEU last year and her previous place of work before Finmonitoring was McDonald’s. She herself indicates this in her declaration.<\/p>\n

And now Dmitry Prachuk is investigating foreign risks; he had never worked officially anywhere before, but studied and lived on a scholarship and help from relatives.<\/p>\n

Chief specialist of financial monitoring development strategy \u2013 photographer<\/h2>\n

Photographer Ekaterina Peshikova was appointed to the position of chief specialist in financial monitoring development strategy. Until December 2022, she officially had a specialized sole proprietorship in Poltava, and later worked in the press service of the Poltava Regional State Administration, where she met Filipp Pronin.<\/p>\n

After his appointment to the State Financial Monitoring Service, she moved to Kyiv and became a civil servant.<\/p>\n

Journalists found out that Peshikova continues to do commercial photography after her appointment to a government post. For this purpose, the media ordered a photo shoot from a “development strategy specialist.”<\/p>\n

The worker offered to pay for her work in cash, indicating that an hour of filming costs 2 thousand hryvnia.<\/p>\n

Bihus.info investigators asked Peshikova how she got her government position, but she refused to talk.<\/p>\n
