The former state secretary of the department and current top officials embezzled more than 10 million hryvnias under the guise of digital modernization, inflating the cost of state procurement several times. The perpetrators face up to 12 years in prison with confiscation of property.<\/strong><\/p>\n<p> This was reported by <a href=\"https:\/\/ssu.gov.ua\/novyny\/sbu-ta-nabu-za-spryiannia-ministra-yustytsii-vykryly-kolyshnoho-derzhsekretaria-miniustu-ukrainy-ta-diiuchykh-topchynovnykiv-na-rozkradanni-biudzhetnykh-koshtiv\" rel=\"nofollow noopener\" target=\"_blank\">the press service<\/a> of the SBU.<\/p>\n<p> Cyber experts of the Security Service of Ukraine, in cooperation with detectives of the NABU and with the active participation of the newly appointed Minister of Justice of Ukraine, have exposed a large-scale corruption scheme in the central executive body. The object of the crime was state funds allocated for the digital modernization of the Ministry of Justice.<\/p>\n<p> According to the investigation, in 2021, the former State Secretary of the Ministry of Justice, together with the current head and deputy head of departmental departments, initiated the conclusion of a fictitious contract with an affiliated private company. The essence of the deal is the supply of server equipment and software at a cost that was several times inflated.<\/p>\n<p> According to the documents, 19 million hryvnias were allocated for the purchase of a hardware and software complex for the modernization of the Ministry of Justice&#8217;s electronic systems. However, commodity and forensic economic expertise showed that the real market value of the purchased equipment was significantly lower. Thus, more than 10 million hryvnias ended up in the pockets of the defendants in the case.<\/p>\n<p> Law enforcement officers have already reported the suspicion:<\/p>\n<ul><\/p>\n<li> former Secretary of State of the Ministry of Justice,<\/li>\n<p><\/p>\n<li> the current head of the ministry&#8217;s department,<\/li>\n<p><\/p>\n<li> his deputy,<\/li>\n<p><\/p>\n<li> to three executives of an affiliated company.<\/li>\n<p><\/ul>\n<p> They are all charged with Part 5 of Article 191 of the Criminal Code of Ukraine \u2014 &#8220;embezzlement or appropriation of property through abuse of official position on a particularly large scale.&#8221; The maximum penalty under this article is up to 12 years of imprisonment with confiscation of property.<\/p>\n<p> The investigation is ongoing. Law enforcement agencies are taking additional measures to identify all participants in the criminal scheme and bring them to justice. The operation was carried out by the SBU and NABU under the procedural guidance of the Specialized Anti-Corruption Prosecutor&#8217;s Office.
