The National Bank of Ukraine is open to discussing the legalization of virtual assets, but insists on compliance with key principles that will ensure the stability of the monetary system.<\/strong><\/p>\n

The head of the NBU, Andriy Pyshny, stated this in an interview<\/a> with RBC-Ukraine.<\/p>\n

<\/p>\n

According to him, virtual assets cannot act as a means of payment and should in no way suspend the effectiveness of the National Bank’s monetary policy. He emphasized that there should be no transfer of monetary powers or weakening of the regulator’s instruments due to the legalization process.<\/p>\n

<\/p>\n

Pyshny also warned that under martial law, virtual assets should not become a tool for circumventing currency restrictions aimed at maintaining financial stability and strengthening the country’s gold and foreign exchange reserves.<\/p>\n

The head of the NBU stressed the importance of providing regulators with the necessary powers to control the virtual asset market, including the ability to respond to violations of consumer rights. He also noted the need for high technical and professional capacity for supervision in this area.<\/p>\n

In addition, Pyshny stated that legalization should not weaken efforts for financial monitoring. The relevant legislation should implement the norms of international FATF standards and European regulatory approaches.<\/p>\n

According to the head of the NBU, the ideal result could be the de-shadowing of the virtual assets market, which, in turn, would have a positive impact on the reputation of the Ukrainian financial sector in the eyes of international partners. He also suggested holding a broader discussion on what mechanisms could encourage asset owners to bring them out of the shadows.<\/p>\n

Let us recall that the bill on regulating digital currencies should be ready in the first quarter of 2025.<\/a><\/p>\n
