The state budget of Ukraine for 2026 will be formed based on the scenario of the continuation of the war for the entire year.<\/strong><\/p>\n

This was announced by the Minister of Finance of Ukraine, Serhiy Marchenko, during his speech at the presentation of the Government’s Action Program.<\/p>\n

Marchenko noted that the macroeconomic scenario assumes the end of the war in 2025. However, an alternative scenario is the continuation of the war in 2026.<\/p>\n

“At this point, we have to be pragmatic. And that’s why we plan to continue hostilities for the entire 26th year,” the Minister of Finance noted.<\/p>\n

The 2026 budget foresees a need for external financing of $45 billion.<\/p>\n

Marchenko also noted that this need is currently not fully covered, but negotiations are already underway with the G7 countries and the EU.<\/p>\n

In addition, Marchenko emphasized that the government’s key task is to maintain the share of revenues in GDP.<\/p>\n

“We expect that this can be achieved through measures to de-shadow the economy and reboot fiscal authorities. This is what we are emphasizing in negotiations with the International Monetary Fund team,” the minister added.<\/p>\n

Earlier, the Verkhovna Rada approved amendments to the state budget, which increased spending on national security and defense by a record 412.4 billion hryvnias<\/a> . The bulk of the funds will be directed to the purchase of weapons, equipment, and drones for the front.<\/p>\n
