The experienced diplomat and former Minister of Culture and Strategic Communications returns to a position he previously held, with over 30 years of experience in international relations.<\/strong><\/p>\n<p> This was reported by <a href=\"https:\/\/www.president.gov.ua\/documents\/6032025-56157\" rel=\"nofollow noopener\" target=\"_blank\">the press service<\/a> of the President&#8217;s Office.<\/p>\n<p> &#8220;To appoint Mykola Stanislavovych Tochytskyi as Permanent Representative of Ukraine to the Council of Europe,&#8221; said Decree No. 603\/2025.<\/p>\n<p> <strong>Mykola Tochytskyi<\/strong> worked as Deputy Minister of Foreign Affairs, Deputy Head of the Presidential Office, Minister of Culture and Strategic Communications, and also represented Ukraine in the EU, the Council of Europe, Belgium, and Luxembourg.<\/p>\n<p> From 2010 to 2016, Tochytskyi was already the Permanent Representative of Ukraine to the Council of Europe. Subsequently, in 2016\u20132021, he represented the state to the European Union and held the posts of ambassador to Belgium and Luxembourg.<\/p>\n<p> In September 2024, the Verkhovna Rada approved him as Minister of Culture and Strategic Communications, but after the resignation of Denys Shmyhal&#8217;s government in 2025, Tochytskyi left this position.<\/p>\n<p> The current return to diplomatic work is associated with the dismissal of the previous Permanent Representative of Ukraine to the Council of Europe, Borys Tarasyuk, who had held this position since December 2019.<\/p>\n<p> Mykola Tochytskyi was born on September 22, 1967 in Vinnytsia. He graduated from Taras Shevchenko Kyiv University with a degree in philology-translation and international law, and holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
