Moscow avoids even mentioning the Ukrainian president by name and sets unacceptable conditions that effectively eliminate any prospect of direct negotiations.<\/strong><\/p>\n<p>This is reported by <a href=\"https:\/\/edition.cnn.com\/2025\/08\/20\/world\/why-putin-no-meet-zelensky-analysis-latam-intl\" rel=\"nofollow noopener\" target=\"_blank\">CNN<\/a>.<\/p>\n<p data-start=\"79\" data-end=\"451\">Following the White House discussions on a potential meeting between Volodymyr Zelenskyy and Vladimir Putin, Russia\u2019s reaction has been notably restrained. Kremlin advisor Yuri Ushakov stated that \u201cthe issue of raising the level of representatives from Ukraine and Russia was considered,\u201d but offered no details regarding the personal participation of the two presidents.<\/p>\n<p data-start=\"453\" data-end=\"725\">Russian Foreign Minister Sergei Lavrov confirmed that Moscow \u201cis not rejecting any formats,\u201d yet emphasized that any contacts at the level of heads of state must be \u201cthoroughly prepared.\u201d In diplomatic terms, this indicates that a direct meeting is currently impossible.<\/p>\n<p data-start=\"727\" data-end=\"1084\">Analysts note that Putin\u2019s refusal stems largely from his position. He does not recognize Zelenskyy\u2019s legitimacy, labels him a \u201crepresentative of the Kyiv regime,\u201d and has long propagated the narrative of Ukraine\u2019s government as \u201cNazi\u201d or a \u201cpuppet\u201d regime. Engaging in direct dialogue under these circumstances would be tantamount to admitting defeat.<\/p>\n<p data-start=\"1086\" data-end=\"1354\">Orysya Lutsevych of Chatham House explains: \u201cTo sit at the negotiating table with a president he considers a puppet and a laughingstock, Putin would have to justify this to Russian society\u2014a society that has been fed the opposite narrative on television for years.\u201d<\/p>\n<p data-start=\"1356\" data-end=\"1616\">An additional obstacle is the Kremlin\u2019s preconditions. Moscow demands that Ukraine hold elections despite martial law and agree to discuss ceding some territories currently controlled by Ukrainian forces. Zelenskyy has categorically rejected these conditions.<\/p>\n<p data-start=\"1618\" data-end=\"1872\">\u201cPutin will only agree to a meeting if he is confident in the outcome. Key demands must be on the table, and Zelenskyy must be willing to discuss them. This is not the case now,\u201d said Tatyana Stanova, senior fellow at the Carnegie Russia Eurasia Center.<\/p>\n<p data-start=\"1874\" data-end=\"2171\">At the same time, Moscow places high hopes on US President Donald Trump as a mediator who could persuade Kyiv to make concessions. Trump, after talks with Putin, announced that he had \u201cstarted arrangements for a meeting of the presidents,\u201d but later admitted that the issue was not yet resolved.<\/p>\n<p data-start=\"2173\" data-end=\"2467\">Meanwhile, Russia continues to escalate military pressure. After a brief slowdown in August, the Kremlin dramatically increased its strikes, launching 270 drones and 10 missiles in a single night\u2014sending a clear message that if political pressure fails, Moscow will continue to rely on force.<\/p>\n<p data-start=\"2469\" data-end=\"2718\">Experts emphasize that Putin avoids a direct meeting with Zelenskyy not only for political reasons, but also to avoid appearing willing to compromise.
