The Kremlin wants to limit the country&#8217;s military development, its cooperation with partners and access to international assistance. Earlier, Russian Foreign Ministry spokeswoman Maria Zakharova said that Russia would not allow the presence of NATO troops in Ukraine within the framework of security guarantees.<\/p>\n<p> At the same time, European leaders clearly emphasize that no peace agreement can limit the Armed Forces of Ukraine or their cooperation with other states. Russia does not have the right to veto Ukraine&#8217;s accession to the EU or NATO.<\/p>\n<p> In fact, the Kremlin is insisting on a return to the so-called Istanbul format of 2022, which included a ban on Ukraine joining NATO, limitations on its army, and a Russian veto on any military aid. The then-drafted document defined Russia as a &#8220;security guarantor&#8221; rather than an aggressor, allowing Moscow and its allies to block international support for Kyiv in the event of new aggression.<\/p>\n<p> ISW emphasizes that Russia wants to dictate the terms of Ukraine&#8217;s future security, depriving it of its right to self-defense and cooperation with partners, while the West rejects such demands as unacceptable.<\/p>\n<p> As a reminder, Russian Foreign Minister Sergei Lavrov said that <a href=\"https:\/\/prm.ua\/lavrov-dopustyv-nadannia-harantiy-bezpeky-ukraini-vid-kytaiu-ssha-ta-rosii\/\">discussing security guarantees for Ukraine without Russia is a path to nowhere.
