Internal redistribution is what is called taking money from people who fill the Kyiv budget with their taxes and transferring it under the control of the Cabinet of Ministers, which will manually, outside the Verkhovna Rada, decide for itself what those expenses should be spent on. Yesterday there were big discussions regarding this bill, especially when they wanted to raise salaries, in particular, for members of the Accounting Chamber, under the pretext of caring about the army,” Velychkovych noted.

https://www.youtube.com/watch?v=QDiWwuemvKg

War and debt: where will Ukraine get money in 2026

He expressed doubt that the funds that the Ministry of Finance and the Budget Committee were trying to find and take for some purposes would actually go to the military.

“European Solidarity” raised the issue of returning an additional 10% of personal income tax to military brigades so that they could directly purchase the drones they needed, or some other equipment, or the necessary supplies to perform other combat missions. Unfortunately, they did not listen to us and did not transfer this 10% directly to the brigades, without any intermediaries,” the People’s Deputy added.

In addition, according to him, the authorities also planned to allocate an additional half a billion for the telethon under the pretext of supporting our Armed Forces.

“And what is this due to and what is it due to for the increase in the combat capability of military units? That is why these 25 billion came to the reserve fund. I want to emphasize that these are the funds that will be spent manually by the Cabinet of Ministers independently outside the Verkhovna Rada. Where they will go – we can only guess. Because we remember those ideas about building or repairing roads in front-line areas. It’s just burying money. I believe that these are some corruption topics, because in front-line areas, where shells fly in, where bombs explode, it is very difficult to control how much money was actually spent and how much was actually “laundered,” explains People’s Deputy Mykola Velychkovych.

“European Solidarity” initiates changes to the budget: money from non-targeted programs should go to the Armed Forces of Ukraine

As a reminder, on August 20, the Verkhovna Rada adopted in its entirety draft law No. 13439-3 on amendments to the State Budget of Ukraine for 2025, which provides for an increase in non-military expenditures by over UAH 40 billion. According to the document, among the main changes are UAH 25.7 billion to replenish the state budget reserve fund for unforeseen military and humanitarian expenditures and UAH 4.3 billion to increase the expenditures of the Ministry of Digital Economy.

Meanwhile, Nina Yuzhanina, a member of parliament from the European Solidarity faction, estimated that the new salaries of the Accounting Chamber leadership will reach half a million hryvnias per month. This decision, voted by the deputies of the mono-majority and their political partners, is outrageous against the backdrop of the catastrophic underfunding of the front’s needs, the deputy noted on social media.

Instead, Finance Minister Serhiy Marchenko reported that the State Budget of Ukraine for 2026 will be formed based on the scenario of the continuation of the war for the whole year. The estimate for the coming year assumes a need for external financing of $45 billion . According to Marchenko, this need is not fully covered at the moment, but negotiations are already underway with the G7 countries and the EU.

By the way, it was previously reported that the Cabinet of Ministers of Ukraine redistributed the budget, adding more than 2 billion hryvnias for road development . European Solidarity expressed surprise that in wartime the government considers financing roads to be a priority item of expenditure, rather than payments and support for the military.

Also follow “Pryamim” on Facebook , Twitter , Telegram , and Instagram .

The Verkhovna Rada adopted a bill to increase non-military spending by over 40 billion hryvnias, but these funds are transferred directly under the control of the government, which will independently manage them in a manual mode and without the control of deputies, which increases corruption risks.
