She recalled that earlier the so-called military personal income tax was taken from local budgets, after which Kyiv lost 5 billion hryvnias.<\/p>\n<p> &#8220;Indeed, there were rumors that the capital was going to take away 8 billion hryvnias. But we hoped that common sense would prevail and this would not happen. After recent events, the attempt to destroy the anti-corruption system in Ukraine and the subordination of the NABU and the SAPO directly to the Prosecutor General&#8217;s Office, we thought that the government had reached rock bottom. But yesterday&#8217;s vote showed that they were knocking again from the other side,&#8221; the Kyiv City Council deputy noted. <\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/x9PZuPlCLLU?si=9TFShlYSrMFsw_mC\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p> &#8220;The &#8216;Servants of the People&#8217;, if you can call them that, I don&#8217;t know which people they serve, but they pushed through a bill and withdrew 8 billion from the Kyiv budget in order to direct it to the reserve fund. If they had directly appealed to the Kyiv City Council, I think there would be no questions about distributing these funds and directing them to support the Armed Forces of Ukraine. For example, the city&#8217;s target program to support defenders of Ukraine is exactly 8 billion hryvnias. That is, our Armed Forces may not receive these 8 billion hryvnias from the Kyiv budget,&#8221; the deputy says.<\/p>\n<p> She added that this was done to weaken local authorities and make them incompetent.<\/p>\n<p> &#8220;A separate shame &#8211; I can&#8217;t even find the words to call the majoritarian deputies who were elected to the Verkhovna Rada from the districts of the city of Kyiv. Kyiv residents elected deputies so that they would protect their interests, so that they would work for the benefit of Kyiv residents. And what do we have? They are robbing, first of all, Kyiv residents, those people who elected them and entrusted them with protecting their rights in the Verkhovna Rada,&#8221; says Maryna Poroshenko.<\/p>\n<p> The deputy also noted that such a significant withdrawal of funds will negatively affect the financing of social expenditures in the capital.<\/p>\n<p> &#8220;It is very painful how all this will affect the healthcare sector. Because since the beginning of the full-scale invasion at the level of the Armed Forces of Ukraine, our doctors have been saving lives and health. And not only our defenders, but also internally displaced persons, and the vulnerable, children, the elderly, and people with disabilities. Now more than ever, our society needs social and medical support from the authorities and local governments. And these funds are not just withdrawn in the middle of the budget year, when everything is already scheduled, but also retroactively. That is, we have not even had time to use these funds, when we already owe the state 8 billion hryvnias,&#8221; the leader of the capital&#8217;s &#8220;Eurosolidarity&#8221; was indignant.<\/p>\n<p> She also stated that Kyiv regularly reports massive missile attacks and bombings.<\/p>\n<p> &#8220;We see the consequences of the arrivals. It&#8217;s not just residential buildings, it&#8217;s also schools and medical institutions. When it needs to be restored very quickly, to provide people with housing, to compensate for losses. And these are huge budgets that are impossible to even calculate in advance to lay them. And now we will have a hole in the budget, because they will be taken to the reserve fund. We, of course, will do everything necessary to ensure that people do not suffer in this situation. So that the people of Kyiv feel these absolutely inhuman and illegal actions by the Verkhovna Rada and the central government as little as possible,&#8221; says the leader of &#8220;Eurosolidarity&#8221; in the Kyiv City Council.<\/p>\n<p> She noted that this decision violates the Budget Code, the law on the capital, and the law on local self-government, and hinders Ukraine&#8217;s European integration.<\/p>\n<p> &#8220;Now we will have to explain to our European partners why we are not fulfilling our obligations, and the reforms that have already been implemented are being rolled back.
