On the evening of August 22, during a meeting of advisors, Presidential Office Head Andriy Yermak and US Secretary of State Marco Rubio discussed security guarantees for Ukraine.<\/strong><\/p>\n

It is known that, in addition to Yermak and Rubio, the meeting was attended by American generals, as well as national security advisors to the leaders of the United Kingdom, France, Germany, Italy, and Finland, and representatives of NATO and the European Commission.<\/p>\n

According to a person familiar with the course of events, two subgroups are currently working out the details of the guarantees \u2014 a political-legal subgroup and a purely military one.<\/p>\n

Military guarantees include the supply of weapons, financial support for the army, intelligence sharing, provision of training exercises, and conducting joint missions. From Ukraine, military matters are being discussed by the Secretary of the National Security and Defense Council, Rustem Umerov, the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrsky, and other representatives of the Defense Forces.<\/p>\n

\u201cI think the military component is actually at a certain stage of completion,\u201d the source assured the publication.<\/p>\n

According to him, the guarantees are being developed with the understanding that the \u201cCoalition of the Willing\u201d and the contact group supporting Ukraine in the \u201cRamstein\u201d format should discuss which countries will deploy troops on Ukrainian territory.<\/p>\n

\u201cOf course, it is very important for Ukraine and Europeans that the US provides the so-called backstop mechanism (insurance, emergency assistance). Yes, President Donald Trump and other American officials have said that so far they are not considering troops on the ground \u2014 that is, the presence of a contingent. But the US may provide a backstop mechanism, supported by many other components, primarily air cover. This is what is currently being developed in the military component,\u201d the interlocutor said.<\/p>\n

At the same time, as noted by the advisor to the head of the Presidential Office, Oleksandr Bevz, a mechanism is being developed in the political component of the guarantees that will work similarly to NATO\u2019s Article 5.<\/p>\n

Bevz noted that during the meetings, negotiators discuss actions to be taken if the Russian Federation renews aggression or launches a new war against Ukraine.<\/p>\n

\u201cIn Ukraine\u2019s vision, this should be a system of bilateral, legally binding agreements ratified by the parliaments of the respective countries. That is, Article 5 of the Washington Treaty is not simply duplicated; instead, an algorithm is prescribed, which should include both time frames and specific parameters: financial, military, intelligence, and so on,\u201d the official explained.
\nHe added that the framework project of security guarantees for Ukraine is expected to be completed next week. The next stage will involve signing the agreements, although their formalization and ratification will require additional time.<\/p>\n
