If Putin is as obsessed with the \u201cUkrainian question\u201d as Hitler was with the Jewish question, then any negotiations in any format can only ever be tactical.<\/strong><\/p>\n<p data-start=\"124\" data-end=\"656\">For example, to buy time in the hope that the Kremlin ghoul will die soon, creating a window of opportunity for a long-lasting settlement of our relations with Muscovy, provided that their new tsar and the Russian elites recognize Ukraine\u2019s fundamental right to exist as a separate nation. That is, the right not to be Russians and to determine their own destiny. They must also ensure that Ukraine, despite all the wrongs inflicted upon it, does not become an instrument of Russia\u2019s destruction in the hands of the insidious West.<\/p>\n<p data-start=\"658\" data-end=\"1463\">There is a second option that some Ukrainian intellectuals dream about: the collapse of Russian statehood and the disintegration of Russia into several dozen independent states\u2014a sort of remake of the collapse of the Austro-Hungarian \u201cpatchwork\u201d empire. However, this is a dangerous repeat of the Russian Revolution, in which the empire was reassembled by the Bolsheviks, turning it into a state where terror became the primary method of governance. In the 20th century, such an experiment cost Ukraine tens of millions of lives. But even in the event of Russia\u2019s ultimate collapse, where are the guarantees that the newly emerged states would be friendly to Ukraine and choose the path of civilized, cooperative neighborliness? The collapse of Iraqi statehood brought little good news to its neighbors\u2026<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/durable-and-lasting-peace-in-ukraine-how-to-restore-the-global-balance-of-power\/\">Restoring Global Balance: The Path to a Lasting Peace in Ukraine<\/a>\n\t<\/aside>\n\n<p data-start=\"135\" data-end=\"833\">However, both of the options described above for ending the war are based on the assumption that Putin is an irrational player, obsessed with the idea of conquering all of Ukraine and turning Ukrainians into Little Russians\u2014and that this idea enjoys broad support within Russian society. Perhaps it was so four years ago, until the Russians realized in practice that they were not welcome here. The problem for the Kremlin is not the corrupt, post-Soviet Ukrainian government\u2014it is the Ukrainians themselves, who no longer want to be Little Russians and are ready to fight and die for the right to determine their own destiny. They are likely far more prepared for this than the average European.<\/p>\n<p data-start=\"835\" data-end=\"1588\">As Putin likes to repeat, \u201cone must recognize the realities on the ground.\u201d And the reality is that occupying Ukraine requires an order of magnitude more forces and resources than Russia currently possesses. To occupy the entire Donbas in the future, Moscow would probably need around 700,000 soldiers, provided they continue to systematically and persistently outmaneuver Ukraine. But such a force would clearly not be enough even to take Zaporizhia. From this, I conclude that while Putin would certainly like to bring Ukraine back into the \u201cRussian world,\u201d he is not obsessed with this idea. Otherwise, he would have declared a general mobilization long ago, destroyed the bridges across the Dnieper, and targeted missiles at the government quarter.<\/p>\n<p data-start=\"1590\" data-end=\"2151\">Meanwhile, he is operating within a paradigm that aims not to conquer Ukraine, but to convince Ukrainian elites that it is better to be friends with Russia than enemies; that the West cannot protect Ukraine from Russian aggression; and that Kyiv should take Moscow\u2019s \u201clegitimate\u201d interests into account. Can such a platform serve as the basis for negotiations to end active hostilities? In my opinion, yes\u2014but only in the \u201cUkrainian translation\u201d of Russian demands, namely: the main principle is that Ukraine will be neither \u201cAnti-Russia\u201d nor \u201cLittle Russia.\u201d<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/budapest-didnt-have-enough-how-security-guarantees-turned-into-a-meme\/\">Budapest Wasn\u2019t Enough: How \u2018Security Guarantees\u2019 Became a Meme<\/a>\n\t<\/aside>\n\n<p data-start=\"125\" data-end=\"316\">\u2013 Cessation of active hostilities is possible only along the front line; beyond this, there can only be an adequate and proportionate exchange of small territories to balance the situation.<\/p>\n<p data-start=\"318\" data-end=\"801\">\u2013 We are ready to focus on building the Ukrainian world, not on \u201ccleaning up\u201d the remnants of the Russian world within Ukraine. The Ukrainian Orthodox Church (UOC) and the Russian language will not be persecuted, but they will not receive preferential treatment either. After all, the rights to freedom of religion and the use of the Russian language are guaranteed by the Constitution of Ukraine; as a state governed by law, Ukraine is committed to upholding its own Constitution.<\/p>\n<p data-start=\"803\" data-end=\"1010\">\u2013 There will be no restrictions on the size of the Ukrainian Armed Forces or the capabilities of our military-industrial complex, as these are the most effective guarantees of our security and sovereignty.<\/p>\n<p data-start=\"1012\" data-end=\"1154\">\u2013 Ukraine is ready to abandon NATO membership as a strategic goal and instead focus on bilateral security agreements with partner countries.<\/p>\n<p data-start=\"1156\" data-end=\"1443\">\u2013 Legal recognition of the temporarily occupied territories as part of the Russian Federation is unacceptable for Ukraine. At the same time, we are willing to include in a peace treaty a clause stating that these territories will not be reclaimed by armed means (we will wait and see).<\/p>\n<p data-start=\"1445\" data-end=\"1533\">\u2013 Russia does not have and will never have veto power over Ukraine\u2019s internal affairs.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/fatal-curve-ukrainian-authorities-lost-the-war-of-attrition\/\">Deadly crisis: How Ukraine\u2019s Leadership Lost the War of Attrition<\/a>\n\t<\/aside>\n\n<p data-start=\"135\" data-end=\"534\">If these conditions are unacceptable to Russia, we are ready to continue the war until Russia is decisively defeated in Ukraine. Because\u2014and I am certain of this\u2014a war over farms and plantations, costing billions of dollars each year, killing hundreds of thousands of Russians, crippling the Russian economy, and turning Muscovy into a vassal of China, is certainly not what the Kremlin dreams of.<\/p>\n<p data-start=\"536\" data-end=\"1000\">I am not sure that it is possible to negotiate peace with Putin. But it is definitely worth trying. At the very least, it sends the right signal to Ukrainian society: that the authorities are not obsessed with war and are assessing the \u201crealities on the ground\u201d soberly. Yet the peace Ukraine truly needs cannot come at any price. If Putin ignores reason and chooses to fight to a victorious end, we must be ready to stand firm until <strong data-start=\"970\" data-end=\"977\">our<\/strong> victory is achieved.<\/p>\n<p><em>As a reminder, Russian Foreign Minister Sergei Lavrov said that a meeting between Vladimir Putin and Volodymyr Zelenskyy is possible only after preliminary consideration of all key issues. At the same time, he questioned the legitimacy of the Ukrainian president and put forward <a href=\"https:\/\/prm.ua\/putin-hotovyy-do-perehovoriv-iz-zelenskym-u-kremli-vysunuly-vymohy-dlia-zustrichi\/\">unacceptable conditions for Kyiv<\/a> regarding security and the presence of foreign troops.<\/em><\/p>\n<p><em>Meanwhile, US President Donald Trump has expressed his desire for Ukrainian President Volodymyr Zelenskyy and Kremlin leader Vladimir Putin to first <a href=\"https:\/\/prm.ua\/tramp-vidmovliaietsia-pryiednuvatysia-do-perehovoriv-bez-poperednoi-zustrichi-zelenskoho-z-putinym\/\">hold a personal meeting<\/a>.
