Because of this, lawyers often successfully argued in courts that a conscript “did not receive” the document because he refused to pick up the letter or did not appear at the post office. Now this legal gap has been eliminated: a registered letter is automatically equated with a served summons .

In addition, the Cabinet of Ministers has centralized the printing process. From now on, summonses can be printed not only by district or city territorial procurement centers, but also by regional TCCs, as well as state printing enterprises of strategic importance. This will allow for automation of the process and mass mailings, which will significantly speed up the system.

Fedienko emphasized that the adopted changes create a “clear legislative mechanism” that makes it impossible to avoid serving summonses and makes the mobilization registration process more efficient.

It was previously reported that the Cabinet of Ministers of Ukraine adopted a resolution allowing regional and Kyiv city territorial recruitment centers (TCK) to print military summonses . Previously, this function belonged only to the Ministry of Defense and state enterprises of strategic importance, now the process of automated formation and sending of summonses will be significantly accelerated.

We remind you that from August 1, territorial recruitment and social support centers (TCK and SP) received the right to send military summonses by registered mail via Ukrposhta.

Also follow “Pryamim” on Facebook , Twitter , Telegram , and Instagram.

New rules for serving subpoenas have come into effect in Ukraine, as from now on, a document sent by registered mail will be considered an officially served subpoena, even if the addressee has not opened it.
