{"id":1292394,"date":"2025-09-13T16:39:17","date_gmt":"2025-09-13T13:39:17","guid":{"rendered":"https:\/\/prm.ua\/fiscal-management-support-japan-to-provide-nearly-250-million-for-ukraine\/"},"modified":"2025-09-13T16:39:17","modified_gmt":"2025-09-13T13:39:17","slug":"fiscal-management-support-japan-to-provide-nearly-250-million-for-ukraine","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/fiscal-management-support-japan-to-provide-nearly-250-million-for-ukraine\/","title":{"rendered":"Fiscal Management Support: Japan to Provide Nearly $250 Million for Ukraine"},"content":{"rendered":"<p><strong>Ukraine and the International Bank for Reconstruction and Development have signed a loan agreement for $246.5 million under the SURGE program \u201cSupporting Reconstruction through Smart Fiscal Management.\u201d The money will be raised from a fund supported by the Japanese government.<\/strong><\/p>\n<p> <span style=\"font-weight: 400;\">This<\/span> <a href=\"https:\/\/www.kmu.gov.ua\/news\/ukraina-otrymaie-ponad-246-mln-vid-iaponii-v-ramkakh-proektu-svitovoho-banku-na-pidtrymku-fiskalnoho-upravlinnia\" rel=\"nofollow noopener\" target=\"_blank\"><span style=\"font-weight: 400;\">is stated<\/span><\/a> <span style=\"font-weight: 400;\">on the website of the Cabinet of Ministers.<\/span><\/p>\n<p> <span style=\"font-weight: 400;\">As explained by the government, the goal of the project is to support efforts aimed at creating an effective public investment management system in the context of post-war recovery and reconstruction.<\/span><\/p>\n<p> <span style=\"font-weight: 400;\">In particular, the project will focus on improving fiscal management, and it is also planned to improve medium-term and program budgeting at the local level and revenue administration.<\/span><\/p>\n<p> <span style=\"font-weight: 400;\">It is expected that by the end of the year, $229.7 million will be received into the State Budget Fund. Part of it will be used to capitalize interest to reduce the cost of servicing Ukraine&#8217;s credit obligations in the coming years.<\/span><\/p>\n<p> <span style=\"font-weight: 400;\">\u201cCooperation within the SURGE project allows us not only to manage public investments and resources more effectively, but also to increase the financial sustainability of communities, transparency in the use of funds, and taxpayer trust. I am grateful to the World Bank for its support for Ukraine and trust, which is the key to our joint success in reconstruction,\u201d said Finance Minister Serhiy Marchenko.<\/span><\/p>\n<p> It is worth noting that fiscal management is a set of measures taken by the state to effectively use tax instruments, subsidies, benefits, and other financial levers.
