These include the PURL mechanism, which enables the rapid supply of weapons from US stockpiles using funding provided by allied nations.<\/strong><\/p>\n<p>This is reported by <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/trump-admin-clears-first-ukraine-arms-aid-paid-by-allies-sources-say-2025-09-16\/\" rel=\"nofollow noopener\" target=\"_blank\">Reuters<\/a>.<\/p>\n<p data-start=\"87\" data-end=\"319\">It should be noted that the approved packages are the first historical examples of using a new cooperation mechanism between the United States, NATO, and Ukraine. The decision provides for the supply of weapons worth $500 million.<\/p>\n<p data-start=\"321\" data-end=\"515\">As US Deputy Secretary of Defense for Policy Elbridge Colby clarified, the funds were accumulated in a special NATO account and used to purchase American weapons that meet Kyiv\u2019s requirements.<\/p>\n<p data-start=\"517\" data-end=\"861\">The program, called <strong data-start=\"537\" data-end=\"585\">PURL (Prioritized Ukraine Requirements List)<\/strong>, was created to accelerate military support. Ukraine compiles a list of the most urgent needs, after which NATO partner countries allocate funds to finance the purchases. This process avoids lengthy bureaucratic procedures and ensures efficiency in the delivery of weapons.<\/p>\n<p data-start=\"863\" data-end=\"1158\">In practice, the program works as follows: the US provides weapons from its stockpiles, NATO provides the funding, and Ukraine receives exactly the systems its army needs to counter aggression. Experts note that this model could become one of the key instruments for long-term support of Kyiv.<\/p>\n<p data-start=\"1160\" data-end=\"1499\">It is worth adding that this is not about creating new solutions, but about confirming the first two PURL packages, which were announced on August 4 and 5. While the mechanism itself was publicly announced more than a month and a half ago, the actual start of shipments will occur only now, following personal approval by Elbridge Colby.<\/p>\n<p data-start=\"1501\" data-end=\"1682\">This demonstrates that NATO funding alone is not enough to launch assistance\u2014the final \u201cgreen light\u201d is given by the Pentagon, and this process takes a significant amount of time.<\/p>\n<p data-start=\"1684\" data-end=\"2026\">From Donald Trump\u2019s inauguration in January to mid-September, Ukraine was largely forced to rely on the remnants of aid from the Joe Biden administration, on individual supplies under the <strong data-start=\"1872\" data-end=\"1888\">USAID program<\/strong> (which were suspended four times by the Pentagon itself), as well as on support from European partners and its own domestic production.<\/p>\n<p data-start=\"2028\" data-end=\"2214\">The new weapons will become critically important right now\u2014on the eve of the expected intensification of Russia\u2019s offensive in Donbas, for which Russian forces are currently preparing.<\/p>\n<p>Recall that the US House of Representatives supported the defense policy bill for fiscal year 2025 with a total budget of $892.6 billion. The document provides for increased funding for the Pentagon, an increase in military salaries, as well as restrictions on social rights for some servicemen.
