The Kremlin is spending hundreds of millions of euros on disinformation, diaspora recruitment, and protests to weaken President Maia Sandu and her Action and Solidarity party.<\/strong><\/p>\n<p> This is reported by <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-09-22\/moldova-elections-russia-s-plan-to-hack-the-vote?srnd=homepage-europe\" rel=\"nofollow noopener\" target=\"_blank\">Bloomberg<\/a> .<\/p>\n<p> In the spring of 2025, the Kremlin prepared a comprehensive strategy aimed at disrupting the parliamentary elections in Moldova, which will be held on September 28. According to the documents, the main goal was to undermine the chances of the Action and Solidarity party (PAS) and remove President Maia Sandu, who has consistently advocated for the country&#8217;s accession to the European Union, from power.<\/p>\n<p> The Kremlin&#8217;s tactics include several areas:<\/p>\n<ul><\/p>\n<li> Recruitment of the Moldovan diaspora, especially those living in Russia, to vote at overseas polling stations in EU countries.<\/li>\n<p><\/p>\n<li> Organizing large-scale disinformation campaigns on social networks, primarily on Telegram, TikTok, and Facebook.<\/li>\n<p><\/p>\n<li> Financing street protests and even preparing provocations with the participation of young people from sports clubs and criminal groups.<\/li>\n<p><\/ul>\n<p> Another key element of the plan is the use of compromising materials against Moldovan civil servants to disrupt the electoral process. The documents indicate that the Kremlin prepared scenarios for both PAS victory and defeat: in case of Sandu\u2019s victory, to organize protests and accuse the authorities of fraud, and in case of defeat, to mobilize society for early presidential elections.<\/p>\n<p> President Maia Sandu stressed that the stakes for the country are extremely high.<\/p>\n<p> &#8220;The Kremlin&#8217;s goal is clear: to capture Moldova through the ballot box, use us against Ukraine, and turn us into a launching pad for hybrid attacks on the European Union. By protecting these elections, we are protecting not only Moldova, but also regional security and stability,&#8221; she said in a speech to MEPs in Strasbourg.<\/p>\n<p> It is noted that Russia spent about 150 million euros alone on the campaign against the referendum on Moldova&#8217;s EU membership, which is almost 1% of the country&#8217;s GDP. European officials suggest that similar amounts are being invested in this year&#8217;s elections.<\/p>\n<p> At the same time, Moldovan authorities are trying to counter hybrid attacks. Police have already initiated the blocking of hundreds of TikTok accounts that were spreading disinformation and seized millions of lei in voter bribery cases.<\/p>\n<p> Journalists stressed that the upcoming elections could determine the future fate of the country. If PAS loses its majority, Moldova could face an unstable coalition and a serious strengthening of pro-Russian forces, including the blocs of former President Igor Dodon.
