This fact has caused concern in Ukraine, as it is the first documented call of a Chinese commercial vessel to a Crimean port since Russia occupied it in 2014.<\/strong><\/p>\n<p> This <a href=\"https:\/\/www.ft.com\/content\/93c21290-7d1c-42bd-b36d-ef4eeafa0107\" rel=\"nofollow noopener\" target=\"_blank\">is reported by<\/a> the Financial Times, citing satellite images, transponder data and photographic evidence.<\/p>\n<p> The container ship Heng Yang 9, owned by the Chinese company Guangxi Changhai Shipping, is formally registered under the Panamanian flag, a common practice to reduce regulatory oversight. It has entered Crimean waters at least three times in recent months, despite sanctions that ban shipping from the peninsula&#8217;s ports.<\/p>\n<p> The ship last departed Istanbul on September 2, after which it briefly appeared in Novorossiysk. However, subsequent transponder signals were contradictory: it indicated a presence in the port of Kavkaz, although satellites did not record the ship there at the corresponding time. On September 14, Heng Yang 9 was already in Sevastopol.<\/p>\n<p> According to the Financial Times, the container ship deliberately transmitted false coordinates in an attempt to conceal its movement. Upon returning to Istanbul on September 17, the ship brought containers that visually matched those previously recorded in Crimea.<\/p>\n<p> The owner company declined to comment on the incident.<\/p>\n<p> The visits coincide with Russia&#8217;s opening of a new railway line to Crimea, which Moscow says will allow cargo to be delivered from Russia to ports on the occupied peninsula. In August, Russia also opened access to the ports of Berdyansk and Mariupol to foreign ships.<\/p>\n<p> The Office of the President of Ukraine states that Russia uses these routes to export goods from temporarily occupied territories, in particular from Kherson and Donetsk regions. According to available information, Heng Yang 9 has already visited Sevastopol on June 19-22, and also in August requested permission to load over a hundred containers.<\/p>\n<p> Presidential Commissioner for Sanctions Policy Vladyslav Vlasyuk called the situation unacceptable and called on international partners to strictly adhere to the regime of non-recognition of the occupation.<\/p>\n<p> &#8220;Ukraine has made it clear that the visits of foreign vessels to Crimean ports are a violation. We will continue diplomatic monitoring,&#8221; Vlasyuk emphasized.<\/p>\n<p> He added that the Ukrainian Embassy in Beijing had already sent a note of protest to the Chinese Foreign Ministry after the June Heng Yang 9 event.<\/p>\n<p> Official Beijing, according to Vlasyuk, responded that it recommends its companies avoid cooperation with the occupied territories, but leaves the final decisions to the discretion of businesses. Each case, according to the Chinese Foreign Ministry, is considered individually.<\/p>\n<p> As a reminder, US Treasury Secretary Scott Bessant confirmed that <a href=\"https:\/\/prm.ua\/sanktsii-pratsiuiut-ssha-zmusyly-tankery-z-naftoiu-rf-zminyty-marshrut\/\">Washington will continue to impose sanctions to limit Russia&#8217;s energy export revenues<\/a> .
