Ukraine needs about $65 billion in external financing over the next four years, and 2027 is currently the least secured year in terms of agreements.<\/strong><\/p>\n

This was announced by<\/a> the head of the Verkhovna Rada Budget Committee, Roksolana Pidlasa, on her Facebook page.<\/p>\n

According to her, the International Monetary Fund is currently conducting the most in-depth study of Ukraine’s financial situation, preparing a new cooperation program with Kyiv. It is expected that this program will cover the period from 2026 to 2029.<\/p>\n

“The IMF’s preliminary assessment shows that the external financing deficit for this period is $65 billion. Moreover, these funds are distributed unevenly – there are currently almost no agreed resources for 2027. At the same time, starting in 2028, the European Commission plans to include 100 billion euros for Ukraine in the new seven-year budget, which is already considered as a preliminary guarantee of support,” Pidlasa noted.<\/p>\n

She recalled that a few months ago, the government estimated the need for two years at $37.4 billion, but over time the figure changed – primarily due to the growing budget deficit in 2026.<\/p>\n

The key factor influencing financial forecasts remains the duration of the war and, as a result, defense spending.<\/p>\n

“Predictions for 2027 are possible, but this is more of a theory. Therefore, when talking with international donors, we need to show a medium-term perspective, but the focus should be on the immediate task – finding $18.1 billion for 2026,” the deputy added.<\/p>\n

Pidlasa also emphasized that it is important not only to approve the support formats, but also to do so in advance. Otherwise, there are risks with budget liquidity as early as early 2026.<\/p>\n

Among the possible formats of assistance, she named:<\/p>\n

continuation of the current ERA loans mechanism;<\/p>\n

the creation of a “reparations loan” based on the use of frozen Russian assets;<\/p>\n

bilateral support packages from individual G7 and EU member states.<\/p>\n

As a reminder, the European Bank for Reconstruction and Development has adjusted its forecast for the growth rate of Ukraine’s economy in 2025 – the expected GDP growth has been reduced to 2.5%, while the previous forecast was 3.3%.<\/a><\/p>\n

As reported, the European Union is preparing to provide Ukraine with a \u201crepatriation loan,\u201d the amount of which could reach 130 billion euros<\/a> .<\/p>\n
