We are also introducing restrictions on the export of diesel for non-producers,\u201d Novak said.<\/p>\n<p> This decision comes against the backdrop of a noticeable decline in the capabilities of Russian oil refineries caused by Ukrainian drone strike operations.<\/p>\n<p> At least 16 of Russia\u2019s 38 refineries have been attacked since early August, some repeatedly. Analysts at Energy Aspects estimate that these attacks have reduced Russia\u2019s total refining capacity by more than 1 million barrels per day, as previously reported by the Financial Times.<\/p>\n<p> The most recent examples are the shutdown of oil refining at the Novokuybyshevsk Refinery (Samara Region), the Astrakhan Gas Processing Plant, and one of the units of the Kirishinefteorgsintez plant near St. Petersburg.<\/p>\n<p> Despite his traditionally restrained rhetoric, Novak acknowledged that the domestic market was facing a shortage of petroleum products. Putin is trying to contain the rapid rise in fuel prices by introducing new restrictions for exchange participants and price controls.
