It is about moving from the principle of unanimity to qualified majority voting in order to avoid blocking by Hungary.

This is reported by Politico .

According to journalists, the European Commission’s initiative is aimed at minimizing Budapest’s influence on the EU’s sanctions policy. Today, the adoption or extension of restrictions requires unanimous support from all member states. This allows each country to exercise veto power.

Hungary has repeatedly used this mechanism. During 2022–2023, Viktor Orbán’s government delayed decisions on restrictions against Russian oil and gas, and also opposed the use of frozen Russian assets for the reconstruction of Ukraine. Budapest explained this position by dependence on Russian energy resources and the desire to maintain economic contacts with Moscow.

Recently, Hungarian Foreign Minister Péter Szijjártó reiterated his country’s opposition to the ban on Russian oil imports, saying it poses a direct threat to Hungary’s energy security.

This position, according to the European Commission, hinders the coherence of the EU’s foreign policy. Therefore, the new document proposes to switch to the adoption of sanctions by qualified majority. This means that a decision will be supported if at least 55% of member states, representing at least 65% of the EU population, vote for it.

If the changes come into force, Hungary will no longer be able to block sanctions packages. At the same time, the process of their approval will become faster and more predictable.

As you know, on Friday, September 19, the European Commission officially approved a new, 19th package of sanctions against the Russian Federation. European Commission President Ursula von der Leyen said that the new European Union sanctions against Russia will affect the energy sector, the financial sector, and will also restrict the export of certain goods.

The day before, it was reported that the European Union seeks to abandon the purchase of Russian liquefied natural gas earlier than planned within the framework of the 19th package of sanctions against Russia.

As a reminder, US President Donald Trump has set conditions for the European Union that diplomats consider to be deliberately unfeasible, in order not to impose tough sanctions against Russia himself.

As reported, US lawmakers have prepared an initiative that would increase sanctions pressure on Russian oil tankers and other energy projects . The law aims to narrow Moscow’s ways of financing the war and tighten restrictions on Russia’s defense industry.

Also follow “Pryamim” on Facebook , Twitter , Telegram , and Instagram.

The European Commission has prepared a document proposing to change the mechanism for adopting sanctions against Russia.
