Today, September 27, President of Ukraine Volodymyr Zelenskyy gave a large-scale press conference, during which he made key statements regarding the country’s security, military needs, foreign aid, and energy threats.<\/strong><\/p>\n

He told journalists the details of negotiations with the US, new agreements, risks from Russia, and Ukraine’s actions in the hybrid war.<\/p>\n

Russian blackout threats in Kyiv<\/strong><\/h3>\n

Zelenskyy warned that in the event of attempts to threaten the capital’s energy system, Ukraine will be able to respond to similar means of influence.<\/p>\n

“If they threaten a blackout, for example, in the capital of Ukraine, then the Kremlin should know that there will be a blackout in the capital of Russia,” he emphasized.<\/p>\n

It was previously reported that in order to ensure the uninterrupted operation of critical infrastructure facilities in Kyiv, work is underway to create energy islands in the city.<\/a><\/p>\n

An alternative to Russian oil and gas for Europe<\/strong><\/h3>\n

The President noted that Ukraine will soon offer Slovakia energy routes that are independent of Russia.<\/p>\n

“We are interested in normal relations with all partners in the European Union and also with all representatives of NATO. Slovakia is one of such countries. We are ready to help it with alternative supplies, but not with the supply of oil and gas from the Russian Federation,” the head of state said.<\/p>\n

According to him, an intergovernmental meeting between Ukraine and Slovakia is expected in October, at which our side will propose alternative steps for energy support. At the same time, Zelensky noted that the Ukrainian side is ready to discuss energy supply issues with Hungary as well.<\/p>\n

“But I don’t hear any steps from their side, except for media signals of support for Ukraine. And we also see reconnaissance drones. Therefore, I don’t see any positive steps from the Hungarian side – I’m not talking about the population – from the Hungarian leadership. But, of course, we are always ready for dialogue,” the President emphasized.<\/p>\n

It is worth adding that during his speech at the UN General Assembly, Bulgarian Prime Minister Rosen Zhelyazkov announced the termination of contracts and the transit of Russian gas in 2026.<\/a> As is known, Russia transports its gas to Europe through the TurkStream gas pipeline, in particular, transit is carried out to a number of countries, including Hungary and Slovakia.<\/p>\n

Hungarian reconnaissance drones over Transcarpathia<\/strong><\/h3>\n

Commenting on recent drone flights, Zelenskyy said that “they are doing very dangerous things.”<\/p>\n

“They are dangerous, first of all, to themselves. By the way, I asked to show people, because they say that we are making something up. I asked our intelligence, the Armed Forces… they can show. Everything is there. The movement is recorded electronically, there are photos and various things. Let them show it,” he said.<\/p>\n

Earlier, Hungary rejected President Volodymyr Zelensky’s statement about the violation of Ukrainian airspace by its military drones<\/a> . At the same time, the General Staff of the Armed Forces of Ukraine published a map and radar data confirming that on September 26, an unknown drone flew twice from the Hungarian side over Transcarpathia.<\/p>\n

Patriot systems are already operating in Ukraine<\/strong><\/h3>\n

Zelensky confirmed that the Israeli Patriot air defense system has been operating in Ukraine for a month, and two more are expected in the fall.<\/p>\n

“The Israeli complex is operating in Ukraine. It has been operating for a month. We will receive two Patriot systems in the fall,” he specified.<\/p>\n

It is worth adding that in early September, German Defense Minister Boris Pistorius announced that Ukraine would receive two more modern Patriot air defense systems from Germany<\/a> . The first launchers have already been transferred to the Ukrainian side, and the full transfer of the two systems is in the final stage.<\/p>\n

Ukraine hands Trump a list of weapons worth $90 billion<\/strong><\/h3>\n

According to him, during a meeting with US President Donald Trump, Ukraine handed over a list of defense equipment worth 90 billion US dollars<\/strong> . In addition, negotiations are already underway on the \u201cMega Deal\u201d and \u201cDrone Deal\u201d \u2014 on the sale of weapons and the direct purchase of drones from the US.<\/p>\n

“And all this is, in principle, provided for in our large $90 billion agreement, but we are also ready for separate agreements on individual types of weapons, including long-range ones. I cannot give any more details, it is a very sensitive issue,” he noted.<\/p>\n

By the way, Ukraine is receiving more and more military assistance from NATO partners<\/a> . Within the framework of the new PURL program, four packages of weapons have already been financed, two of which are already on their way to our country. This allows us to accelerate the supply of modern equipment and meet the urgent needs of the army.<\/p>\n

Russian drone flight to Poland<\/strong><\/h3>\n

Zelensky recalled that on the night of September 10, 92 Russian drones flew to Poland, but only 19 were able to cross the border – the rest were shot down by Ukrainian air defense.<\/p>\n

“We see the direction and, as they say, the choreography of this flight. And that’s why we believe that ninety-two were flying. We shot down all of them, nineteen, we believe, reached the target, four were shot down by the Poles. I’m not comparing our forces. We are at war, they are not at war,” he said.<\/p>\n

He stated that Ukraine also advises EU countries on airspace protection issues.<\/p>\n

“I won’t name everyone yet, although some details have been public. We have sent signals to a number of partners and plan to send advisory groups to train our units to counter these steps. Some representatives of the countries will come to Ukraine for practical training,” Zelensky added.<\/p>\n

We will remind that on Saturday, September 20, fragments of an object similar to a Russian attack drone<\/a> were found in Poland. As is known, on the night of September 9-10, Russia carried out a massive attack on Ukraine, during which some of the drones violated Polish airspace<\/a> . This forced Warsaw to raise its aviation and activate its air defense forces. In total, 19 drones crossed the Polish border, of which only four were shot down.<\/p>\n

Election risks in Moldova<\/strong><\/h3>\n

The president stressed that the Moldovan elections are \u201ca risk for all of Europe,\u201d given the potential for Russian interference. He noted that the Kremlin is very interested in influencing neighboring states.<\/p>\n

“If there are parties in parliament, then the next step is to have your own government. Of course, to have your own president. And after that, there is a military presence. In principle, this is the direction in which Russia is acting,” the President of Ukraine noted.<\/p>\n

According to him, it is important for Ukraine, Europe, and Moldova to have a pro-European president, Maia Sandu, who treats Ukraine with friendship and respect and respects the sovereignty and real integrity of our state.<\/p>\n

On the other hand, he noted that if the policy in Moldova is not pro-European, but pro-Russian, then, accordingly, people in Transnistria, \u201cwho are quiet, can be loud,\u201d since several thousand Russian military personnel are based there.<\/p>\n

“Yes, if there are changes in parliament, there may be other changes later. That’s what I’m talking about, what the risk is. Risks for everyone,” Zelensky explained.<\/p>\n

He added that unrecognized Transnistria received signals from Ukraine at the beginning of Russia’s full-scale invasion, which is why it is acting quietly.<\/p>\n

“If there are people in Transnistria today who are in the leadership of this territory, it is because no one considers Transnistria a country, it is an occupied territory of Moldova. Therefore, the people who are there today are quiet. Because they are afraid of us. And they know, because everyone received signals from us at the beginning of the war. There were a couple of shots fired from this territory,” Zelensky said during a briefing on Saturday.<\/p>\n

By the way, a scandal erupted in Moldova on the eve of the parliamentary elections due to a cyberattack on the Central Election Commission<\/a> . Deputy Prime Minister Doina Nistor has already stated that Russia is involved in the incident, which is trying to destabilize the situation in the country. The cyberattack occurred a few days before the vote and, according to her, was part of a wider hybrid campaign.<\/p>\n

Limited resources for complete de-occupation<\/strong><\/h3>\n

Zelenskyy admitted that Ukraine currently does not have sufficient resources to fully recapture all occupied territories.<\/p>\n

“The US will help prevent Russia from achieving its goals,” the president noted.<\/p>\n

According to Zelensky, the United States clearly understands that Russia is not fulfilling its promises and is using diplomacy only to stall for time. He noted that in the absence of positive signals from Moscow, the Americans are ready to increase support for Ukraine, including in the field of armaments.<\/p>\n

Earlier, US President Donald Trump said that Ukraine is capable of returning all the territories it lost after 2014.<\/a> This is possible only if the US and Europe adopt a number of military and financial decisions.<\/p>\n

Fund within the framework of the mineral agreement<\/strong><\/h3>\n

At a press conference, Zelensky announced that the fund under the Mineral Deal had been activated. He stated that the Ukrainian and US teams understand what is happening on the front line and where progress can be made. He also announced the positives from the Mineral Deal (mineral agreement between Ukraine and the US).<\/p>\n

“The fund has started working. We had a big meeting with representatives of American business, leading all companies, who are very happy that the fund has started working and thanks to this fund they want to invest in Ukraine. And it will happen. Then it will move to the level of the Cabinet of Ministers. We agreed that all practical meetings will be held by the Prime Minister of Ukraine, Yulia Svyrydenko, in October in America,” he said.<\/p>\n

Earlier, US President Donald Trump said that thanks to the subsoil deal, the United States will receive more than $350 billion in rare earth metals from Ukraine<\/a> . He stressed that this significantly exceeds the spending of his predecessor Joe Biden on military aid to Kyiv, and assured that during his term, the free provision of weapons has stopped.<\/p>\n

Controlled arms exports during war<\/strong><\/h3>\n

The President confirmed that Ukraine will begin selling weapons, but only equipment that is in surplus and fully supplied to the army.<\/p>\n

\u201cWhere we can produce more, and the Ukrainian army does not need more, we can export this surplus. Have the appropriate number of countries, have this list, have money from this export, and spend the money on a scarce drone: both long-range and interceptors,\u201d the president said.<\/p>\n

According to him, such a system suits the army, but he is not sure that it suits the entire business, which wants to sell everything and everywhere. But the priority is to replenish the Ukrainian army.<\/p>\n

“As for the directions: Europe – a representative office, a representative office in the USA and the Middle East. There is an agreement with the African continent. There is an offer from several African countries. To be honest, we have already chosen the country,” said Volodymyr Zelenskyy.<\/p>\n
