British journalists have published an investigation that names 13 Russian commanders suspected of war crimes during the occupation of Bucha in early 2022. The names of the officers were identified by independent journalists and investigators with the help of open-source intelligence \u2014 and this data was confirmed by Ukrainian special services.<\/strong><\/p>\n

The investigators recalled that Russian troops were in Bucha for 29 days in early 2022. During this time, mass killings, torture, and looting were recorded in the city; Bucha was called the “Srebrenica of this conflict” in the publication. According to official Ukrainian estimates, more than 500 people died in Bucha during the occupation, more than 100 were buried in a mass grave near the church, and dozens are missing. The UN classified the events in Bucha as ethnic cleansing and crimes against humanity.<\/p>\n

Independent lawyers and investigators have gathered evidence from open sources and intelligence. The names have been vetted by Ukrainian authorities, and at least eight of those involved have already been investigated by the Ukrainian Prosecutor General\u2019s Office and issued notices of suspicion, paving the way for further prosecution in Ukrainian courts and, if necessary, the International Criminal Court.<\/p>\n

Prosecutor General of Ukraine Ruslan Kravchenko, commenting on the investigation and prosecution of war criminals, emphasized that “if we continue to have the support of the United Kingdom, the European Union and the United States of America, we will definitely achieve a just peace, and every war criminal will be punished. Let it happen in ten years, or in twenty, but it will happen.”<\/p>\n

In particular, investigators identified 13 Russian commanders involved in the atrocities in Bucha:<\/p>\n

  1. Colonel General Alexander Chaiko<\/strong> is the commander of the Eastern Military District; the highest-ranking Russian officer operating in Ukraine at the beginning of the invasion.<\/li>\n

  2. Major General Sergei Chubarykin<\/strong> is the commander of the 76th Guards Airborne Assault Division; subordinates of this division, according to investigators, committed most of the crimes in Bucha, including executions, torture, and looting.<\/li>\n

  3. Colonel Azatbek Omurbekov<\/strong> is the commander of the 64th Separate Motorized Rifle Brigade; according to the US State Department, he was directly responsible for murders, rapes, and torture.<\/li>\n

  4. Colonel General Oleksandr Sanchyk<\/strong> \u2014 under his command, according to materials, torture and rape of civilians in Bucha took place.<\/li>\n

  5. Colonel General Valeriy Solodchuk<\/strong> is mentioned in the material as an officer who received a promotion from senior management this year; he is associated with units that committed crimes.<\/li>\n

  6. Colonel Yuri Medvedev<\/strong> \u2014 units under his command allegedly committed over 40 acts of rape; he reportedly died in 2022.<\/li>\n

  7. Colonel Andrei Kondrov<\/strong> \u2014 whose subordinates are accused of killing civilians and looting.<\/li>\n

  8. Colonel Artyom Horodilov<\/strong> is under US sanctions for “gross human rights violations,” including extrajudicial executions.<\/li>\n

  9. Lieutenant Colonel Denis Suvorov<\/strong> is accused of kidnapping a Ukrainian officer, tying him to a tree, torturing him, and dumping his body.<\/li>\n

    <\/p>\n

  10. Colonel Alexei Tolmachet<\/strong> – the unit under his command is accused of illegal detentions, staged executions, ill-treatment, and looting.<\/li>\n

  11. Major General Vladimir Seliverstov<\/strong> was at the command post on Yablunska Street in Bucha, which is called the center of violence in the city.<\/li>\n

    <\/p>\n

  12. Major General Vadim Pankov<\/strong> – is credited with ordering the killing of 30 local residents; he is also accused of forcing civilians to remove the bodies of dead Russian soldiers.<\/li>\n

  13. Colonel Sergei Karasev<\/strong> is accused of attacking a woman with a pistol, knocking out her teeth, and shooting a civilian in the head. <\/li>\n

    As the investigation indicates, the availability of open data, confirmed by Ukrainian special services, allows for continued investigative actions: raising suspicions, transferring materials to national courts, and initiating international procedures for bringing to justice, in particular at the International Criminal Court. Establishing the names and roles of commanders is an important step in the engine of international justice for war crimes committed during the occupation.<\/p>\n

    Prosecutor General Ruslan Kravchenko once again emphasized the need for international support.<\/p>\n

    “If we continue to have the support of the United Kingdom, the European Union and the United States of America, we will definitely achieve a just peace and every war criminal will be punished. Let it happen in ten years, or in twenty, but it will happen,” he said.<\/p>\n

    Recall that on August 22, explosions were heard in the territory of the temporarily occupied village of Kalynove in Luhansk region, the detonation took place in the yard where six Russian servicemen and their transport were located. In 2022, these Russian occupiers took a direct part in committing war crimes in the city of Bucha, Kyiv region<\/a><\/p>\n
