People’s Deputy Fedir Venislavskyi explained the condition under which elections can be held in Ukraine. According to him, the electoral process is possible only after martial law is lifted by presidential decree and supported by parliament.<\/strong><\/p>\n

He said this in an interview with Radio NV<\/a> .<\/p>\n

According to him, the signal for the start of the election process could be a decree by President Volodymyr Zelensky on the abolition of martial law, which must be supported by parliament. This requires at least 226 votes of deputies.<\/p>\n

Venislavsky stressed that the legislation clearly prohibits holding elections during martial law. The Constitution also contains an imperative norm: if the term of the parliament expires during martial law, its powers are automatically extended until the election of a new Verkhovna Rada after the abolition of this regime.<\/p>\n

The People’s Deputy noted that when the president spoke about possible elections, he meant that martial law should first be lifted, and only after that the electoral process would be organized.<\/p>\n

To ensure the full legitimacy of the “post-war” elections, it is necessary to adopt a separate law that will guarantee compliance with the principles of the Constitution, electoral law norms, and international standards.<\/p>\n

Recall that President Volodymyr Zelenskyy stated that Ukraine could hold presidential elections if a ceasefire is established.<\/a><\/p>\n

As reported, the Verkhovna Rada’s consideration of the draft State Budget for 2026 showed that the authorities are “preparing for elections, not for victory.”<\/a> The document cuts defense spending, but instead again provides for “populist pre-election steps,” such as the “wool thousand” or cashbacks.
