The main reason is the deterioration of the infrastructure, which the state will modernize at the expense of the population, as budget funds have been redirected to finance the war.<\/strong><\/p>\n<p> This <a href=\"https:\/\/www.economy.gov.ru\/material\/file\/bc142016f6ab3772370bb0b4541fc778\/prognoz_socialno_ekonomicheskogo_razvitiya_rf_2026-2028.pdf\" rel=\"nofollow noopener\" target=\"_blank\">is stated<\/a> in the forecast of the Russian government.<\/p>\n<p> According to government forecasts, between 2026 and 2028, housing and utilities tariffs in Russia will increase by 27.9%:<\/p>\n<p> 2026 \u2013 +9.9%<\/p>\n<p> 2027 \u2013 +8.7%<\/p>\n<p> 2028 \u2013 +7.1%<\/p>\n<p> What is getting more expensive:<\/p>\n<p> Gas: +9.6%, +9.1% and +7%<br \/> Electricity: +11.3%, +8.6% and +9.1%<br \/> Heating: +9.9%, +9.3% and +6.8%<br \/> Water supply: +9.8%, +9.3% and +8.9%<br \/> Drainage: +8.6%, +5.9% and +5.8%<\/p>\n<p> Analysts point out that service prices are rising faster than inflation. Repairs to worn-out networks require considerable funds, and funding from the state budget is unavailable due to military spending.<\/p>\n<p> Since July 1, 2025, an increase in tariffs has also been recorded in the temporarily occupied territories of Donetsk and Luhansk regions &#8211; an average of 30%.<\/p>\n<p> Back in July, Russia had already sharply increased utility tariffs, which led to:<\/p>\n<p> every fourth Russian was forced to take out loans or borrow money to pay bills;<\/p>\n<p> Electricity prices for industrial consumers rose by 20%, which hit small businesses and caused prices for goods and services to rise.<\/p>\n<p> Recall that<a href=\"https:\/\/prm.ua\/ekonomika-rf-v-rezhymi-vyzhyvannia-chy-varto-ochikuvaty-shvydkoho-kolapsu\/\">the Russian economy is moving into survival mode, fiscal pressure is growing, and the Kremlin is already running out of money to finance the war against Ukraine<\/a> .
