Only 16% of respondents said the government did enough to defend itself.

Among those who cited unpreparedness, 46% blamed the political authorities, while 35% blamed the population itself for not believing the invasion was possible. Ukrainians also cited Russia’s superior resources (21%), the influence of pro-Russian forces (17%), military command errors (15%), and a lack of Western support (15%) as reasons.

Anton Grushetsky, Deputy Director of KIIS, emphasized that critical reflection on past mistakes should be part of the future strategy. He emphasized that public opinion does not always reflect the actual state of preparation, as it is shaped by trust in the government and information warfare.

Despite criticism of past decisions, Ukrainians retain faith in victory: 76% of respondents are convinced of Ukraine’s ability to defeat Russia, and 62% are willing to endure as long as necessary.

The survey was conducted from September 19 to 28, 2025, among 1,029 respondents in all regions of Ukraine.

Also follow “Pryamy” on Facebook , Twitter , Telegram and Instagram.

Most Ukrainians believe the government has not done enough to prepare for a full-scale Russian invasion in February 2022.
