Moscow is trying to persuade Washington to normalize relations by combining nuclear blackmail with diplomatic and economic initiatives. At the same time, the Kremlin is deliberately prolonging the war against Ukraine and refusing any negotiations with Kyiv.<\/strong><\/p>\n

This is stated<\/a> in a new report by the Institute for the Study of War (ISW), released on October 1.<\/p>\n

Analysts point to statements by Russian Deputy Foreign Minister Sergei Ryabkov, who announced plans to hold a third round of Russian-American talks by the end of the fall on “contentious issues,” including strategic security.<\/p>\n

Ryabkov also said that Moscow is waiting for an official response from US President Donald Trump to Vladimir Putin’s proposal to extend the Strategic Arms Reduction Treaty (START III). The current version of the document expires on February 5, 2026, and the Kremlin is proposing to extend it for another year.<\/p>\n

The Russian diplomat threatened: the US will either agree to stabilize relations or face a new arms race. Moscow, he said, is not seeking escalation, but will “guaranteed to ensure its own security.”<\/p>\n

At the same time, as ISW notes, Kremlin spokesman Dmitry Peskov also stated on October 1 that the Russian Federation is not holding and does not plan any negotiations with Ukraine. He accused Kyiv of terminating the dialogue, without mentioning that it was Moscow that initiated the full-scale war.<\/p>\n

Recall that Russia and the United States will hold a third round of talks on eliminating the so-called “irritants” in relations between the countries.<\/a> The meeting will take place by the end of autumn, but the exact dates have not yet been agreed.<\/p>\n

As reported, the Kremlin is trying to draw Washington into arms control negotiations in order to gain geopolitical concessions in the war against Ukraine.<\/a> Moscow is using the topic of the New START treaty as a lever to put pressure on the Donald Trump administration, playing on its willingness to engage in strategic dialogue.<\/p>\n
