{"id":1300489,"date":"2025-10-02T13:34:15","date_gmt":"2025-10-02T10:34:15","guid":{"rendered":"https:\/\/prm.ua\/since-november-military-salaries-have-been-under-threat-the-budget-is-short-300-billion-hryvnias\/"},"modified":"2025-10-02T13:34:15","modified_gmt":"2025-10-02T10:34:15","slug":"since-november-military-salaries-have-been-under-threat-the-budget-is-short-300-billion-hryvnias","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/since-november-military-salaries-have-been-under-threat-the-budget-is-short-300-billion-hryvnias\/","title":{"rendered":"Since November, military salaries have been under threat \u2013 the budget is short 300 billion hryvnias."},"content":{"rendered":"<p><strong>With three months left until the end of the year, the 2025 state budget still lacks funds to pay Ukrainian military salaries\u2014the deficit is estimated at approximately UAH 300 billion.<\/strong><\/p>\n<p> This was stated by the head of the Verkhovna Rada Budget Committee, Roksolana Pidlasa, in <a href=\"https:\/\/www.rbc.ua\/rus\/news\/roksolana-pidlasa-mi-maemo-perekonati-partneriv-1759336949.html\" target=\"_blank\" rel=\"nofollow noopener\">an interview<\/a> with RBC-Ukraine.<\/p>\n<p> The main hope is to negotiate with international partners so that part of the money allocated by the EU can be directed towards these needs.<\/p>\n<p> &#8220;This will become possible when the European Commission finally agrees on the possibility of using 6 billion euros of ERA Loans (interest from frozen assets &#8211; ed.) for operational military needs,&#8221; says Podlasa.<\/p>\n<p> According to her, the Ministry of Finance is finalizing the amount and preparing draft budget amendments, which they plan to submit in early October.<\/p>\n<p> Journalists also inquired about the deadline.<\/p>\n<p> &#8220;Our deadline isn&#8217;t dictated by the European Commission. Ours is dictated by the need to pay the military starting November 1,&#8221; the official noted.<\/p>\n<p> When asked, &#8220;So, we only have money until November 1st?&#8221; Podlassa replied, &#8220;We have some after November 1st, but not enough.&#8221;<\/p>\n<p> An additional budget deficit began accumulating at the beginning of the year. As the head of the Verkhovna Rada Budget Committee explains, the main reasons were:<\/p>\n<p> a shortage of weapons from partners\u2014Ukraine had to buy them at its own expense, spending resources originally planned for military salaries;<\/p>\n<p> the need for social security for military personnel &#8211; the state had to cover the needs of military personnel and their families.<\/p>\n<p> Back in July, when the budget amendments were being approved, it was already clear that there wouldn&#8217;t be enough funds to last until the end of the year. However, at that time, there were no resources to cover the defects.<\/p>\n<p> &#8220;The government had already stretched revenues to their maximum, and it was no longer possible to do so,&#8221; Podlasa admits.<\/p>\n<p> In negotiations with the EU, the use of ERA Loans \u2013 interest on frozen assets \u2013 is being considered as an operational source for payments.<\/p>\n<p> &#8220;You can cut the budget, but non-military expenses are covered by international partners&#8230; social programs are financed by international partners,&#8221; Podlasa notes.<\/p>\n<p> Therefore, it is impossible to simply transfer this money to military salaries.<\/p>\n<p> Negotiations with the European Commission and individual countries have been ongoing for several months.
