Whereas for years the United States held that position \u2014 ever since Putin\u2019s infamous 2007 Munich speech \u2014 Europe is now being named the direct adversary.<\/p>\n<blockquote data-start=\"222\" data-end=\"363\">\n<p data-start=\"224\" data-end=\"363\">\u201cWe cannot ignore the militarization of Europe. We must respond. And our response will be, to put it mildly, convincing,\u201d Putin declared.<\/p>\n<\/blockquote>\n<p data-start=\"365\" data-end=\"694\">The Russian leader understands that, unlike the United States, Europe is not yet ready for war. According to various estimates, European rearmament and defense coordination will take until 2027\u20132029. And whether the U.S. would come to Europe\u2019s aid in the event of Russian aggression during this window remains an open question.<\/p>\n<p data-start=\"696\" data-end=\"967\">Putin also senses NATO\u2019s lack of resolve. In late September alone, several incidents involving unidentified drones occurred across Denmark, Belgium, Germany, and Finland \u2014 over military bases, airports, and critical infrastructure. Yet not a single drone was shot down.<\/p>\n<p data-start=\"969\" data-end=\"1095\" data-is-last-node=\"\" data-is-only-node=\"\">\u00a0This growing gap between Europe\u2019s vulnerability and Russia\u2019s aggressive rhetoric may be exactly what Putin hopes to exploit.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/captive-to-illusions-europeans-stubbornly-ignore-the-inevitable-war-with-russia\/\">Captive to Illusions: Europeans Stubbornly Ignore the Inevitable War with Russia<\/a>\n\t<\/aside>\n\n<p data-start=\"0\" data-end=\"397\">Europe is rearming in response to Russia\u2019s aggression against Ukraine \u2014 and amid growing uncertainty in Washington over its long-term security commitments. While these measures are entirely legitimate, the Kremlin interprets them as proof of \u201canti-Russian militarization.\u201d Putin\u2019s warning about a <em data-start=\"297\" data-end=\"311\">\u201cconvincing\u201d<\/em> response can mean many things \u2014 but one should have no doubt: a response will come.<\/p>\n<p data-start=\"399\" data-end=\"756\">After all, the 2022 invasion was also framed as a \u201cforced reaction\u201d to Ukraine\u2019s supposed militarization, when Moscow \u201chad no other choice.\u201d Now, with Europe\u2019s rearmament still incomplete, the U.S. reconsidering its role as a guarantor, and the Russian army retaining combat experience, Putin sees an open <em data-start=\"705\" data-end=\"728\">window of opportunity<\/em> for a pre-emptive strike.<\/p>\n<p data-start=\"758\" data-end=\"973\">And if tomorrow the Russian army were to invade Europe \u2014 and the United States declined to intervene directly \u2014 the only truly battle-tested, capable force on the continent would be the Ukrainian Armed<strong data-start=\"944\" data-end=\"970\">\u00a0Forces<\/strong>.<\/p>\n<p data-start=\"975\" data-end=\"1214\">History has shown again and again that \u201cRussia never plans to attack anyone.\u201d It didn\u2019t plan to invade Georgia, seize Crimea, or occupy parts of Donetsk and Luhansk. As Lavrov even said in March 2022, <em data-start=\"1176\" data-end=\"1212\">\u201cWe didn\u2019t attack Ukraine either.\u201d<\/em><\/p>\n<p data-start=\"1216\" data-end=\"1533\" data-is-last-node=\"\" data-is-only-node=\"\">Therefore, when Putin insists he has \u201cno intention\u201d of invading Europe, the most rational response for European leaders is not to believe a word \u2014 but to <strong data-start=\"1370\" data-end=\"1419\">double down on support for Ukraine\u2019s military<\/strong> and begin building the foundations of a <strong data-start=\"1460\" data-end=\"1486\">joint European defense<\/strong>, with the Armed Forces of Ukraine at its core.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/bureaucratic-chatterbox-why-europe-is-not-responding-to-russian-threats\/\">\u201cBureaucratic Chatterbox\u201d: Why Europe is Not Responding to Russian Threats<\/a>\n\t<\/aside>\n\n<p><em>As a reminder, the European Political Community summit kicked off in Copenhagen on October 1. This is a meeting of heads of state and government from over 40 European countries, created as a platform for discussing security, economics, and energy. The format allows for the EU and non-EU countries to unite for coordination of actions and strategic dialogue.<\/em><\/p>\n<p><em>It was previously announced that the central theme would be <a href=\"https:\/\/prm.ua\/stina-z-droniv-dlia-yevropy-u-kopenhaheni-obhovoriat-novi-oboronni-proiekty\/\">the creation of a &#8220;drone wall&#8221;<\/a> and strengthening the defense of Europe&#8217;s eastern flank. The urgency of these steps has increased after a series of violations of NATO airspace by Russian targets.<\/em><\/p>\n<p><em>At the same time, <a href=\"https:\/\/prm.ua\/rf-prahne-normalizatsii-vidnosyn-zi-ssha-cherez-tysk-i-perehovory\/\">Moscow is trying to persuade Washington to normalize relations<\/a>, combining nuclear blackmail with diplomatic and economic initiatives. At the same time, the Kremlin is deliberately prolonging the war against Ukraine and refusing any negotiations with Kyiv.<\/em><\/p>\n<p><em>Meanwhile, Russian dictator Vladimir Putin made some loud statements at the Valdai Forum on October 2.
