{"id":1303351,"date":"2025-10-08T13:22:11","date_gmt":"2025-10-08T10:22:11","guid":{"rendered":"https:\/\/prm.ua\/the-verkhovna-rada-approved-the-continuity-of-local-government-work-during-the-war\/"},"modified":"2025-10-08T13:22:11","modified_gmt":"2025-10-08T10:22:11","slug":"the-verkhovna-rada-approved-the-continuity-of-local-government-work-during-the-war","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/the-verkhovna-rada-approved-the-continuity-of-local-government-work-during-the-war\/","title":{"rendered":"The Verkhovna Rada approved the continuity of local government work during the war"},"content":{"rendered":"<p><strong>On Wednesday, October 8, during a plenary session, the Verkhovna Rada adopted Resolution No. 14031, which guarantees the continuous functioning of local government bodies in conditions of military conflict.<\/strong><\/p>\n<p> This <a href=\"https:\/\/t.me\/verkhovnaradaukrainy\/84810\" rel=\"nofollow\" target=\"_blank\">is evidenced by<\/a> official parliamentary data.<\/p>\n<p> The document applies to village, settlement, city, district councils in cities, district and regional councils, as well as village, settlement and city mayors.<\/p>\n<p> The resolution states that the preparation and holding of elections in accordance with the standards of national legislation and European democratic norms is currently impossible due to Russia&#8217;s armed aggression against Ukraine. Responsibility for this situation lies squarely with the aggressor.<\/p>\n<p> The document emphasizes that the continuous and stable functioning of local authorities is a key condition for maintaining law and order, state security, defense capability, and ensuring the vitality of communities.<\/p>\n<p> It was approved that all local councils and their leaders will retain their powers until the next elections are held after the end of martial law. The exception is those whose powers were terminated early.<\/p>\n<p> After the lifting of martial law, elections will be held in accordance with the Constitution of Ukraine, the Electoral Code, and other legislative acts.<\/p>\n<p> The resolution also calls on the international community to support Ukraine in ensuring the continuous operation of local self-government in times of war.<\/p>\n<p> As a reminder, People&#8217;s Deputy Fedir Venislavskyi explained the condition under which elections can be held in Ukraine.
