{"id":1303534,"date":"2025-10-08T18:30:59","date_gmt":"2025-10-08T15:30:59","guid":{"rendered":"https:\/\/prm.ua\/populism-instead-of-the-gas-market-will-we-freeze-in-winter\/"},"modified":"2025-10-09T09:32:16","modified_gmt":"2025-10-09T06:32:16","slug":"populism-instead-of-the-gas-market-will-we-freeze-in-winter","status":"publish","type":"post","link":"https:\/\/prm.ua\/en\/populism-instead-of-the-gas-market-will-we-freeze-in-winter\/","title":{"rendered":"Populism Over Policy: Is Ukraine Trading Heat for Headlines This Winter?"},"content":{"rendered":"<p><em>Source: Author&#8217;s <a href=\"https:\/\/www.facebook.com\/sergey.fursa\/posts\/pfbid02UU9PimCvyZGuUALQ72PXT8EFW839EH5azYkZEwMkoNyGT3Sw3RkP95aSrgUGs2Xrl\" target=\"_blank\" rel=\"noopener nofollow\">Facebook<\/a> page<\/em><\/p>\n<p><strong>As winter approaches, the question is no longer rhetorical: <em data-start=\"60\" data-end=\"81\">will we all freeze?<\/em> Moscow is doing everything possible to make it happen \u2014 and yet, instead of taking steps to prevent this scenario, Ukraine\u2019s leadership seems to be moving dangerously closer to it.<\/strong><\/p>\n<p data-start=\"158\" data-end=\"172\"><strong data-start=\"158\" data-end=\"172\">In return\u2026<\/strong><\/p>\n<p data-start=\"174\" data-end=\"265\">Victory! Gas prices are frozen. The happiness of populism is sweeping across the country.<\/p>\n<p data-start=\"267\" data-end=\"469\">But what actually happened? Russia has been attacking Ukraine\u2019s gas infrastructure all year \u2014 and has intensified those strikes in recent weeks. Such assaults could not have gone without consequences.<\/p>\n<p data-start=\"471\" data-end=\"841\">As a result, <strong data-start=\"484\" data-end=\"528\">domestic gas production will fall short.<\/strong> And not by a small margin. Nor will the reserves in storage be enough to offset the deficit. At this point, one might offer a \u201csincere thank-you\u201d to Mr. Chernyshov and his team, who proudly reported <em data-start=\"728\" data-end=\"754\">record financial results<\/em> for Naftogaz last year \u2014 achieved, ironically, by selling gas that couldn\u2019t be sold.<\/p>\n<p data-start=\"843\" data-end=\"1011\">This year\u2019s aggressive injection campaign \u2014 and the active courting of partners\u2019 funds to support it \u2014 has restored <strong data-start=\"959\" data-end=\"990\">a certain level of reserves<\/strong>, but nothing more.<\/p>\n<p data-start=\"1013\" data-end=\"1384\">So, the Russians have achieved their goal: Ukraine will face a <strong data-start=\"1076\" data-end=\"1092\">gas shortage<\/strong>. Does it sound familiar? Indeed, it\u2019s reminiscent of 2022, when Russian strikes targeted <strong data-start=\"1182\" data-end=\"1197\">fuel depots<\/strong>. Queues, shortages \u2014 all of it. And back then, too, the government entered the crisis with <strong data-start=\"1289\" data-end=\"1310\">fixed fuel prices<\/strong>. The shortage lasted until that disastrous policy was finally scrapped.<\/p>\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" >\n\t\t<a href=\"https:\/\/prm.ua\/en\/will-the-price-of-gas-for-household-consumers-be-increased-in-winter-zelenskys-response\/\">Will the price of gas for household consumers be increased in winter: Zelensky&#8217;s response<\/a>\n\t<\/aside>\n\n<p data-start=\"146\" data-end=\"245\">So, we already have experience of <strong data-start=\"180\" data-end=\"198\">what not to do<\/strong>. Yet we stubbornly repeat the same mistakes.<\/p>\n<p data-start=\"247\" data-end=\"533\">How was the <strong data-start=\"259\" data-end=\"282\">fuel crisis of 2022<\/strong> resolved? Through the <strong data-start=\"305\" data-end=\"315\">market<\/strong>. Prices were liberalized, and those eager to earn profits brought sufficient fuel into the country. Yes, prices rose \u2014 but people still bought gasoline despite the supposed \u201cimpoverishment.\u201d The economy kept moving.<\/p>\n<p data-start=\"535\" data-end=\"831\">So here\u2019s the question: <strong data-start=\"559\" data-end=\"595\">why should gas be any different?<\/strong> If the laws of the market apply everywhere, perhaps it\u2019s worth finally listening to them \u2014 and directing state funds toward <strong data-start=\"720\" data-end=\"742\">targeted subsidies<\/strong> for those who truly can\u2019t pay, rather than making gas artificially cheap for everyone.<\/p>\n<p data-start=\"833\" data-end=\"1122\">Once again, we\u2019ll see a <strong data-start=\"857\" data-end=\"869\">huge gap<\/strong> between gas prices for households and for industry. Let\u2019s recall the <strong data-start=\"939\" data-end=\"957\">Firtash affair<\/strong>, when gas was flowing not exactly where it was supposed to. Such distortions never encourage efficient consumption \u2014 on the contrary, they <strong data-start=\"1097\" data-end=\"1119\">deepen the deficit<\/strong>.<\/p>\n<p data-start=\"1124\" data-end=\"1318\">In short, this decision will inevitably lead to:<br data-start=\"1172\" data-end=\"1175\" \/>\u2013 a growing deficit,<br data-start=\"1195\" data-end=\"1198\" \/>\u2013 increased corruption risks,<br data-start=\"1227\" data-end=\"1230\" \/>\u2013 and higher costs for Ukrainian taxpayers, who will foot the bill one way or another.<\/p>\n<p data-start=\"1320\" data-end=\"1427\">(Unless, of course, we suddenly receive a <strong data-start=\"1362\" data-end=\"1396\">$1\u20132 billion grant from Norway<\/strong> \u2014 but one can always dream.)<\/p>\n<p data-start=\"1320\" data-end=\"1427\">\n\t\t<aside class=\"shortcode-also\" data-title=\"Read also\" data-right>\n\t\t<a href=\"https:\/\/prm.ua\/en\/ukraine-is-negotiating-with-partners-to-increase-gas-imports-the-ministry-of-energy-revealed-details\/\">Ukraine is negotiating with partners to increase gas imports: the Ministry of Energy revealed details<\/a>\n\t<\/aside>\n<\/p>\n<p data-start=\"158\" data-end=\"368\">And once again, these <strong data-start=\"181\" data-end=\"209\">damn \u201cpopular\u201d decisions<\/strong> instead of the right ones. Once again, the <strong data-start=\"253\" data-end=\"275\">ghost of elections<\/strong> looms over everything, as if it were a stairway to heaven we\u2019re endlessly crawling toward.<\/p>\n<p data-start=\"370\" data-end=\"792\">If it were only about the <strong data-start=\"396\" data-end=\"405\">costs<\/strong>, one might shrug and say, <em data-start=\"432\" data-end=\"467\">\u201cEurope will pay for everything.\u201d<\/em> Whether it actually will \u2014 that\u2019s another question. But for now, the phrase sounds convenient enough. So we wave it off, close our eyes, and avoid looking too closely at <strong data-start=\"638\" data-end=\"666\">Naftogaz&#8217;s balance sheet<\/strong> \u2014 the one where the company buys at a high price and sells at a low one. Somehow, we assume, it will sort itself out later.<\/p>\n<p data-start=\"794\" data-end=\"1010\">But a <strong data-start=\"800\" data-end=\"826\">gas shortage in winter<\/strong>, on top of already fragile \u2014 at least regional \u2014 electricity supplies, is hardly a pleasant scenario. And <strong data-start=\"933\" data-end=\"945\">populism<\/strong>, instead of <strong data-start=\"958\" data-end=\"979\">market mechanisms<\/strong>, only deepens that shortage.<\/p>\n<p data-start=\"1012\" data-end=\"1104\">Just ask the Russians \u2014 we all enjoy those videos of endless gas-station queues, don\u2019t we?<\/p>\n<p data-start=\"1106\" data-end=\"1209\">So, what do we really want?
