In September 2025, the National Agency for the Prevention of Corruption (NAPC) revealed large-scale violations during the verification of declarations of officials. According to the results of 75 full inspections conducted using a risk-based approach, violations were detected in each of them.<\/strong><\/p>\n

According to the agency, 57% of the verified declarations showed signs of false information – 43 cases totaling over 461.7 million hryvnias<\/strong> . One declaration showed unfounded assets of over 3 million hryvnias, and another showed signs of illicit enrichment of over 9.1 million hryvnias.<\/p>\n

27 substantiated conclusions<\/strong> regarding the submission of false information and one conclusion based on the signs of a crime provided for by the article of the Criminal Code of Ukraine on illicit enrichment have already been sent to the competent authorities.<\/p>\n

The NACP emphasized that 738 full checks of declarations were completed in the first nine months of 2025, of which violations were identified in 732. In more than half of the checked cases, signs of inaccurate information, illicit enrichment, unfounded assets, or violations of anti-corruption restrictions specified in the Law of Ukraine “On Prevention of Corruption” were found.<\/p>\n

In particular, in 13 declarations, signs of illicit enrichment were found for 463.2 million hryvnias, in 22 \u2014 unfounded assets for 97.1 million hryvnias, and in 377 declarations \u2014 unreliable information for over 3.079 billion hryvnias<\/strong> . In addition, signs of conflict of interest were found in 11 cases.<\/p>\n

For comparison, in 2021, such violations were detected in only 18%<\/strong> of verified declarations, and in 2024 – in 44%<\/strong> , which indicates a significant increase in the level of detection of corruption risks.<\/p>\n

Since the beginning of 2025, based on the results of considering 172 substantiated conclusions of the NACP, pre-trial investigation bodies have already initiated criminal proceedings, and materials from another 39 inspections have been added to open cases.<\/p>\n

In 2025, 26 indictments<\/strong> were submitted to the court for the facts of entering false information in the declaration. Currently, there are 27 criminal proceedings pending in the courts, five guilty verdicts have been issued, four of which have already entered into legal force.<\/p>\n

We would like to remind you that the National Agency for the Prevention of Corruption (NACP) has completed full checks of 18 declarations of officials of the Territorial Centers for Recruitment and Social Support<\/a> (TCS and SP). As a result, violations totaling over UAH 36.8 million were identified, which include false data, signs of illicit enrichment, and unsubstantiated assets.<\/p>\n
